BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.

TAIPEI, Jan. 24 (Xinhua) -- The panda pair given by the Chinese mainland to Taiwan made their debut at the Taipei Zoo Saturday evening, meeting a select group of visitors including Taiwan leader Ma Ying-jeou and Kuomintang Honorary Chairman Lien Chan.     "It's an honor for Taiwan to breed the two pandas, as there are only about 1,600 pandas in the world," said Ma, at the ceremony to inaugurate the new enclosure for the pandas.     About 500 orphans and children from poor families were invited by the city government to be the first visitors to the panda pair.     "It's a time for family reunions at Spring Festival, but some children have lost their families and others cannot afford to go to the zoo. That's why we invited them, and we wish them a happy new year," said the Taipei mayor Hau Lung-bin.     Huang Kai-tzong, 7, one of the invited children, was much impressed by the way the two pandas ate bamboo. FUZHOU, Nov. 21 (Xinhua) -- Construction on a new nuclear power plant started Friday in southeast China's Fujian Province.     The Fuqing Nuclear Power Plant, located in the coastal city of Fuqing, requires an investment of around 100 billion yuan (14.6 billion U.S. dollars).     It will have six units that generate millions of kilowatts each.     During the first phase of the project, two units will be built and put into operation in 2013 and 2014. They will use advanced second-generation pressurized water reactor technology. The two units are expected to generate more than 14 billion kilowatts of electricity annually, most of which would be consumed within the province. All reactors employ second-generation nuclear power technologies.     The country plans to have 40-million-kilowatts of installed capacity in nuclear power by 2020, accounting for four percent of China's energy production.     Right now, installed capacity of nuclear power is only about nine million kilowatts, or about two percent of the total power the country produces.

BEIJING, Oct. 18 (Xinhua) -- China's quality watchdog said on Saturday the latest tests on Chinese milk powder found no trace of melamine.     It was the seventh round of tests for the industrial chemical since the report of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 105 batches of baby formula from 20 brands in 10 provinces and 161 batches of other milk powder from 52 brands in 15 provinces, the agency said.     So far, 804 batches of baby formula from 66 brands and 1,126 batches of other milk powder from 161 brands produced after Sept. 14 have been tested and none contained melamine.     Earlier on Friday, the agency said the 12th round of tests found that Chinese liquid dairy products met the new temporary restrictions on melamine.     So far, the quality watchdog had conducted sample tests on 5,797 batches of liquid dairy products manufactured after Sept. 14from 136 brands and found all safely under the limit.     Last week, the government set temporary melamine content limits in dairy products of a maximum of 1 mg per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products that contained at least 15 percent milk.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

TAIPEI, Jan. 8 (Xinhua) -- The mainland-donated panda pair is scheduled to meet the Taiwan public on Jan. 26, the first day of the Chinese Lunar New Year, the Taipei city government announced on Thursday.     Taipei mayor Hau Lung-bin will visit the panda pair a few days earlier, on Jan. 24, with 500 orphans and children from poor families.     "If all the quarantine measures for the panda pair and other procedures for their moving into the zoo go well as scheduled, the 500 children invited by the city government will be the first visitors on Jan. 24," Hau said.     The Taipei city zoo said an opening ceremony for the panda enclosure would also be held on Jan. 24. BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

Orlins, president of the U.S. National Committee on U.S.-China Relations (NCUSCR), rang the market's Opening Bell. He was accompanied by Dr. Henry Kissinger, a key trailblazer and eyewitness for the normalization of U.S.- China relations.     The two countries formally established their diplomatic ties on Jan. 1, 1979.     Zhang Yesui, China's UN permanent representative, said the bilateral relations of China and United States is of great importance, not only to the two peoples, but also to the world peace and security, and the global economic development.     Dr. Kissinger, who visited China in 1971, said he is optimistic about the future of the bilateral relations of China and United States. "It is now a pillar of the international order. And peace and prosperity of the world depend closely on the Sino-U.S. relations," he said.     Talking on areas of further co-operation between the two countries, Dr. Kissinger said first of all China and United States should develop a common solution on how to overcome the current international financial and economic crisis, and develop a program of collaboration to tackle the issue.     And "on the key problems that exist in the world -- proliferation, energy, climate change, environment -- China and United States can be a key to a solution of these problems," he said, "So the strategic dialogues between China and United States should not only continue, but be reinforced and strengthened."     NCUSCR President Orlins called the NYSE celebrating ceremony "a real testimony, not only to the historical events, but also to how far we have come."     "When we established diplomatic relations exactly 30 years ago on January 1st, we could not have imagined that we would have Chinese companies listed on the NYSE, whose market capital is in excess of 800 billion U.S. dollars," Orlins said, "It is just remarkable."     Currently, there are 41 companies from Chinese mainland listed with NYSE, the premier U.S. listing venue for non-U.S. companies.     Duncan L. Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. He also suggestedthe Chinese companies to "stay the course" and stick to the good business when dealing with the global financial crisis and economic downturn.     "There is always years like this in global markets where it is a very very tough ride. I think there are a lot of terrific companies in China. They either already listed or are in the queueto be listed, and we're gonna continue to support them through the ups and downs," Niederauer said, "I believe their fortunes will improve overtime and we just need a long-term outlook of it."     NYSE was the first foreign exchange to receive approval to open a representative office in China. TAIPEI, Nov. 6 (Xinhua) -- Chinese mainland's chief negotiator on Taiwan affairs Chen Yunlin said Thursday that complicated historical problems across the Taiwan Strait could well be resolved through mutual trust.     Chen, president of the mainland's Association for Relations Across the Taiwan Strait (ARATS), told a banquet, held in the island's landmark Grand Hotel, that problems could be settled as long as the two sides made concerted efforts with "kindness and wisdom" to create conditions and firstly solve economic and livelihood problems closely linked with public interests.     Chen was grateful for the considerate arrangement and warm and friendly service on the part of the Taiwan-based Straits Exchange Foundation (SEF) over the past four days.     He was on a five-day visit to the island starting Monday for economic talks with the SEF, which was the first meeting held in the island between the ARATS and the SEF. The two signed historical deals concerning direct shipping, flights and postal services.
