"As far as I know, negotiators from China and the US are still in the consultation stages within the WTO framework," Tian said, speaking at a seminar organized by the World Intellectual Property Organization (WIPO) and SIPO in Beijing. He said that it was still hard to predict the result of the consultation since it was the first time China had handled such a complaint. "But we will respond to it positively according to WTO rules and fight through to the end," Tian vowed. According to rules set by WTO, trade negotiators from both countries should try to resolve the dispute within a 60-day consultation period from the day the complaint was lodged. Otherwise, the United States can ask the WTO to establish investigative panels. Tian said it was unreasonable for the United States to ignore the huge progress achieved by China in IPR protection. He stressed that the amount of invention patent applications in China ranked fourth in the world last year and it increased by 28.4 percent on average between 2000 and 2006. "IPR protection is a natural option for building an innovative country. It also serves China's goal for overall development. Therefore, the Chinese government will continue its efforts to protect IPR and combat copyright piracy no matter what decisions the US makes," Tian noted.

The U.S. government also claimed that Chinese producers and exporters of coated free sheet paper received countervailable subsidies ranging from 10.90 to 20.35 percent. From 2005 to 2006, imports of coated free sheet paper products from China increased approximately by 177 percent in volume, and were valued at an estimated at 224 million dollars in 2006.

SHENZHEN -- China on Wednesday laid out a primary plan for its second pipeline of the West-East natural gas transmission project.According to the plan, construction of the 8,794 kilometer gas pipeline, which consists of one major line and eight sub-lines, will involve an investment of approximately 143.5 billion yuan (US.8 billion).The major line will extend 4,945 km, running from Khorgos in the northwestern Xinjiang Uygur Autonomous Region to Guangzhou, capital of south Guangdong Province.Construction of the pipeline will begin this year and it will go into operation in 2010. The pipeline would pass through 13 Chinese regions.It would carry natural gas from central Asian countries and Xinjiang to the economically prosperous but energy thirsty eastern and southern China areas, including Shanghai and Guangdong Province.

A former top official from Beijing is facing prosecution for taking bribes from property developers, advertising companies and other businesses, a local newspaper reported Thursday.Zhou Liangluo, 46, former head of Haidian district, the city's thriving university and hi-tech hub, received bribes totaling 16 million yuan (.2 million) from 10 businesses and individuals, the Beijing Times reported.Caijing magazine said on its website last month that Zhou was apparently uncovered when authorities were investigating Liu Zhihua - the former vice-mayor of Beijing - for alleged corruption and finding out that a real estate developer Liu Jun had been bribing the two.However, there is so far no evidence proving the alleged links.Investigators last month handed Zhou's case to a city court for trial.His wife, Lu Xiaodan, also faces charges of taking more than 8 million yuan in bribes, the paper said.Beijing has enjoyed an influx of investment over recent years, partly spurred by its preparations to host the Olympics Games.Zhou's posts in Haidian, and before that in Chaoyang district, gave him a big say over lucrative projects.The report did not say when Zhou and Lu are to be tried or how they are expected to plead to the possible charges.
