BEIJING, Nov. 22 (Xinhua) -- A Chinese lawmaker has proposed to hold people who use public funds on lavish banquets legally accountable so as to curb the widespread practice.     Zhao Linzhong, deputy to the National People's Congress, the top legislature, was quoted by Sunday's Workers' Daily as saying that social engagements in which dining and drinking is a must seriously undermined the work style of the government and social morals.     Zhao, also board chairman of Furun Holding Group Co. Ltd. in east Zhejiang Province, said some government officials and entrepreneurs had their health and work affected by excessive dining and wining and their health and work.     It is a common practice for Chinese to have banquets or drinking parties when treating important guests, on major occasions and during festivals. Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.

BEIJING, Jan. 4 (Xinhua) -- Chinese central authorities have stressed the promotion of honesty and uprightness among the public, especially government officials, in enhancing clean governance and anti-corruption drive.     It is imperative to foster and carry forward the merit of honesty and uprightness, and officials should have the awareness of using power justly and pursue clean-fingered work style, according to suggestions on clean governance put forward by six central government departments.     The six departments also urged to strengthen education on the public about the value of honesty and cleanness combining social morality, professional ethics, family virtues and personal moral character.     It is stressed that anti-corruption should be a subject that is reflected in literature works, films and TV dramas, as well as newspapers and magazines, books, and electronic products.     The suggestions were jointly issued by the Communist Party of China (CPC) Central Commission for Discipline Inspection, the Ministry of Supervision, Publicity Department of the CPC Central Committee, the Ministry of Culture, State Administration of Radio, Film and Television and the General Administration of Press and Publication.

BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that he and U.S. President Barack Obama had agreed to improve Sino-U.S. relations and reached consensus on major international and regional issues of common concern. After nearly two hours of talks, Hu told the press at Beijing's Great Hall of the People that his talks with Obama was "candid, constructive and fruitful."     Standing beside Obama, Hu said China and the United States shared broad common interests and have great potential for future development on a series of major issues concerning peace and development of the mankind. "Such a commitment serves the common interests of China and the United States and all other parties concerned."     Hu said China and the United States would work with other parties concerned to stick to the denuclearization of the Korean Peninsula and the six-party talks process to safeguard peace and stability of the northeast Asia.     The two presidents stressed that it was very important for the stability in the Middle East and the Gulf Region to uphold the international nuclear non-proliferation regime and properly resolve the Iran nuclear issue through dialogue and negotiation, Hu said.     ONE-CHINA POLICY     Hu said the key to Sino-U.S. relationship was to mutually respect and accommodate each other's core interests and major concerns while divergences from different national conditions were normal as the two sides had different country situations.     He said that China appreciated President Obama's support for the one-China policy and the three Sino-U.S. joint communiques, and his respect for China's national sovereignty and territorial integrity on the Taiwan issue and other matters.     Hu said the two sides had reaffirmed the "cardinal principle" of "mutually respecting national sovereignty and territorial integrity" and voiced opposition to any attempt by any force to violate this principle.     "We have both agreed to conduct dialogues and exchanges on issues including human rights and religion, in the spirit of equality, mutual respect and non-interference in each other's internal affairs, so as to boost understanding, mitigate divergences and broaden consensus," Hu said.     "The Sino-U.S. relationship is very important. Maintaining and promoting the Sino-U.S. relationship is a shared responsibility of both sides," Hu said.     "China is ready to work together with the United States to push forward the continuous, healthy and stable development of the Sino-U.S. relationship to better serve the two countries' peoples and peoples across the world," Hu said.
