HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

MILAN, Italy, May 19 (Xinhua) -- China's top legislator Wu Bangguo said here on Tuesday that China and Italy should explore new areas of cooperation as they face major opportunities in addressing the grim challenges of the international financial crisis.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.He arrived in Milan on Monday evening for an official goodwill visit. Wu met with Roberto Formiconi, president of Lombard Region of Italy on Tuesday.     During the meeting, Wu said as one of the most economically vigorous regions in Italy, the Lombard Region is leading the country in carrying out cooperation with China. He expressed appreciation of China's active response to the financial crisis, saying that China's development is encouraging and provides fresh air to the world.     Formiconi said the Lombard Region is ready to strengthen cooperation with China in such fields as economy, technology, energy efficiency, environment protection, education and tourism. He welcomes more and more Chinese companies to invest in the region.     On the 2010 Shanghai World Expo, Wu said the event is a new bright spot in China-Italy cooperation. Noting that the Shanghai World Expo is yet another global event in China after the 2008 Beijing Olympic Games, Wu said the Chinese government and the local government of Shanghai have received assistance from Italy and other members of the international community in preparing for the event.     Wu expressed the belief that the Shanghai World Expo will leave a wonderful record on the history of the event.     Milan has won the bid to host the 2015 World Expo. It has signed a memorandum of cooperation with Shanghai on staging the World Expo.     Wu hopes that the two sides could utilize this platform to expand exchanges and cooperation so as to add new vigor to China-Italy relations.     Formiconi expressed the willingness to actively participate in the Shanghai World Expo, which he regards as an important area of cooperation between the two sides. He hopes to learn the experience of Shanghai in hosting the World Expo.

QINGDAO, April 20 (Xinhua) -- China's senior navy officer said here Monday that the international fleet review to be held in east port city Qingdao on Thursday is aimed at promoting understanding about China's military development.     Ding Yiping, deputy commander of the Chinese People's Liberation Army (PLA) Navy, told Xinhua in an exclusive interview that the review would serve as a platform for navies from other countries to increase their understanding about China and the Chinese navy. He is confident that the weather on Thursday would be good enough for the review to go smoothly, if "no major weather accidents happen."

BEIJING, July 2 (Xinhua) -- More than 900 scholars, experts and representatives from business circle from around the world have gathered in Beijing to discuss remedies for the global financial crisis and the future development of the world economy.     They are attending the Global Think Tank Summit, which opened here Thursday evening.     Attendees to the summit included former President of the European Commission Romano Prodi, former Secretary of State of the United States Henry Kissinger, and Muhammad Yunus, laureate of the Nobel Peace Prize. BEIJING, July 7 (Xinhua) -- Chinese banks have been active in transacting yuan cross-border settlement after the first deal was made Monday.     The Industrial and Commercial Bank of China (ICBC) said Tuesday it had dealt with yuan cross-border settlement totaling 17 million yuan (2.49 million U.S. dollars) in two days.     Many banks in Guangdong Province were active in dealing with yuan cross-border settlement. The Bank of China Guangdong branch transacted yuan cross-border settlement totaling 7.96 million yuan (1.17 million U.S. dollars) Tuesday.     "Guangdong Province has a large economic scale and is highly dependent on foreign trade. Yuan cross-border settlement could help enterprises avert exchange rate risks and reduce costs," said Cao Licong, deputy governor of the BOC Guangdong branch.     "The service is favored by enterprises and will be promising in the future," said Hu Ye, deputy governor of the ICBC Guangdong branch.     China launched its first yuan cross-border settlement Monday.     China's State Council, or Cabinet, announced in April a pilot program to allow exporters and importers in Shanghai, and southern Guangzhou, Shenzhen, Zhuhai and Dongguan cities to settle cross-border trade deals in Renminbi (RMB), or yuan.     China last week issued detailed regulations for the pilot program for cross-border trade settled in yuan. The rules specified how to make transactions using yuan to settle trade with Hong Kong and Macao and regional trade partners.

ZAGREB, June 20 (Xinhua) -- Chinese President Hu Jintao's just concluded three-nation tour is "very successful" in enhancing friendship, boosting cooperation and promoting common development with relevant countries, Foreign Minister Yang Jiechi said Saturday.     During the tour from June 14 to June 20, President Hu attended the ninth annual summit of the Shanghai Cooperation Organization (SCO) and the first BRIC (Brazil, Russia, India and China) summit in Yekaterinburg, Russia, and paid state visits to Russia, Slovakia and Croatia.     Hu's tour took place amid the complicated and changing international situation, while the global financial crisis continues to spread, regional security faces new challenges, and various countries share stronger will to deepen cooperation and promote development, Yang said.     The tour was a significant diplomatic move taken by China to develop relations with neighboring countries, major developing countries as well as Central and Eastern European countries, said Yang.     He said the tour has made successful achievements in four major areas. ASHGABAT, June 24 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang said here on Wednesday that the joint natural gas projects between China and Turkmenistan serve the fundamental and long-term interest of both peoples.     Li made the remarks during a video conference with the Chinese and Turkmenistan's workers of China National Petroleum Corporation International (Turkmenistan). The workers had been busy with constructing a vast natural gas processing facility in a natural gas field some 700 kilometers southeast of Turkmenistan's capital Ashgabat.
