NEW YORK, Sept. 21 (Xinhua) -- Chinese President Hu Jintao arrived here Monday for a UN climate change summit and other UN meetings. He will also attend a financial summit of the Group of 20 (G20) in Pittsburgh scheduled for Sept. 24-25.     President Hu will attend a UN climate change summit in New York on Tuesday, address the general debate of the 64th Session of the UN General Assembly Wednesday, and participate in a Security Council summit on nuclear non-proliferation and disarmament on Thursday, said Chinese Foreign Ministry officials.     In a note to heads of state and government regarding the summit, UN Secretary-General Ban Ki-moon said "the objective of the Summit on Climate Change, which I am convening on Sept. 22, is to mobilize the political will and vision needed to reach an ambitious agreed outcome based on science at the UN climate change talks in Copenhagen." He will also attend a financial summit of the Group of 20 (G20) in Pittsburgh scheduled for Sept. 24-25The vice minister expressed the hope that "the summit would send a positive signal," emphasizing joint efforts to make the Copenhagen conference a success.     During the general debate of the UN General Assembly Wednesday, Hu is expected to elaborate on China's stand on major global and regional issues.     In his speech, President Hu will outline China's ideas about how to safeguard world peace, boost common development, promote mutual benefit and seek harmonious co-existence, said Chinese Foreign Ministry officials.     On Thursday, President Hu will attend a special session of the UN Security Council on nuclear non-proliferation and disarmament, which is proposed and chaired by U.S. President Barack Obama     "The session will focus on nuclear non-proliferation and nuclear disarmament broadly, and not on any particular countries," U.S. Ambassador to the UN Susan Rice said on Sept. 2.     Chinese diplomats said that President Hu will elaborate on China's ideas of realizing common security through a win-win approach to mutual benefits.     Hu will put forward China's propositions on nuclear non-proliferation and disarmament, peaceful use of nuclear power, nuclear security and other issues concerning the international community, they said.     Following the UN meetings, President Hu will fly to Pittsburgh for the G20 summit.     At the summit, Hu and leaders of other G20 members will review the progress made since the Washington and London summits and discuss further actions to assure a sound and sustainable recovery from the global financial and economic crisis.     "The Pittsburgh summit is an important opportunity to continue the hard work that we have done in confronting the global economic crisis, and renewing prosperity for our people," Obama said on Sept. 8.     "Together, we will review the progress we have made, assess what more needs to be done, and discuss what we can do together to lay the groundwork for balanced and sustainable economic growth," he added.     The Pittsburgh summit is the third since the ones in Washington last November and in London in April this year.     The G20 was formally established in 1999 to bring together major industrialized and developing economies to discuss key issues in the global economy.     The G20 consists of China, Argentina, Australia, Brazil, Canada, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, Britain, the United States, and the European Union.     China expects the summit to achieve positive results in macroeconomic policy coordination, reform of international financial organization, development and measures against protectionism, said Chinese Vice Foreign Minister He.

BEIJING, Sept. 11 (Xinhua) -- The General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council issued a collection of slogans Friday for the celebration of the 60th anniversary of the founding of the People's Republic of China.     The collection of 50 catchphrases touches upon issues of political system, economic development, environmental protection, military modernization and national unification.     On the top of the slogan list are "Warmly celebrate the 60th anniversary of the founding of the People's Republic of China!" and "Hail the great success of our country's reform and opening-up and socialist modernization!"     Also on the list are "Put people first, realize, safeguard and develop the fundamental interests of the overwhelming majority of the people!" and "build a socialist harmonious society and promote social equity and justice!"     One of the slogans also advocates the inheritance of fine military tradition that the armed forces should obey the command of the Party and serve the people.     Slogans also include "Adhere to the one China policy and promote the country's great cause of peaceful reunification!" and "Adhere to the independent foreign policy of peace and unswervingly pursue the road of peaceful development!" and "Long live the great unity of all nationalities of China!"     China has planned massive celebrations for the 60th founding anniversary of the people's republic on Oct. 1. The celebrations in downtown Beijing will feature a mass pageant and a military review.

LANZHOU, Sept. 21 (Xinhua) -- Chinese President Hu Jintao has written a congratulatory letter to mark the 100th anniversary of the founding of Lanzhou University in northwest China's Gansu Province.     The university has been sticking to its motto of making constant efforts to become stronger and fostering its own features, and has developed glorious patriotic and academic traditions, Hu said in the letter.     After the founding of New China and particularly the country's reform and opening up, Lanzhou University has shared the fate of the nation and kept pace with the times, and made important contribution to the economic and social development in the western regions, the president said.     He expected the university to contribute more to supporting the national program of developing the western regions, building an innovation-oriented country and a moderately prosperous society in all aspects, and stepping up the socialist modernization drive.     A grand gathering was held Saturday to commemorate the centenary of the university. BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

NEW YORK, Aug. 31 (Xinhua) -- Oil prices plummeted to below 70 U.S. dollars a barrel on Monday as investors were rattled by the sharp decline in China's equities market.     Light, sweet crude for October delivery lost 2.78 dollars, or 3.8 percent, to settle at 69.96 dollars a barrel on the New York Mercantile Exchange. The contract fell to the intraday low of 69.13 dollars a barrel. Global stock markets dropped broadly after China's Shanghai Composite Index dived almost 7 percent, spurring concerns about the pace of world economic recovery.     Oil prices have found support from optimism that a potential turnaround in the economy could boost flagging fuel consumption, which sent the futures up to a fresh ten-month high of 75 dollars a barrel. However, oil failed to break the 75-dollar psychological barrier and fell back to around 70 dollars a barrel as investors were worried that the market might have gotten too far ahead of the economy.     In London, Brent Crude for October delivery tumbled 3.52 dollars, or 4.8 percent, to 69.27 dollars a barrel on the ICE Futures exchange.

RIGA, Sept. 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu met with Latvian President Valdis Zatlers and Parliament Speaker Gundars Daudze here on Tuesday.     In his meeting with Zatlers, Hui said the China-Latvia relations have been developing smoothly in recent years. The two sides have maintained high-level contacts and strengthened mutual political trust. People also turned out in big crowds in front of the Renmin Cinema and at the Renmin Square.     Protestors held the national flag and the flag of the Communist Party of China and shouted "Severely punish the mob." Members of the Uygur ethnic minority were among the protesting crowds.     Wang Lequan, secretary of Xinjiang Uygur Autonomous Regional Committee of the Communist Party of China (CPC), and Li Zhi, secretary of the CPC Urumqi City Committee, called on the crowds, on two separate occasions, to stay calm and show restraint.     Wang and five representatives of the public held talks in the office building of the regional committee during the afternoon, but no details were available.     Stabbing attacks occurred during the protests and an attacker was caught at the scene. The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.

XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.
