China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years.The official's words echoed what the Chinese President Hu Jintao said on August 31. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future.In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools.To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". Poor planning not natural events was to blame for a spate of deadly accidents recently, safety chief Li Yizhong said.In the latest major incident, 172 miners are still trapped underground nearly three weeks after floodwater inundated the Huayuan mine in Xintai, East China's Shandong Province. Rescue work is ongoing.There have been 18 major accidents (with at least 10 people killed each) since July 18. But in 2006, nobody was killed when there was a similar incident because emergency plans were in place and there had been drills.The work safety situation in China is grim despite a decline in the death toll over the first eight months of this year, Li said.Statistics showed 61,919 people were killed in various work accidents nationwide between January and August. This was 13.9 percent lower than over the same period last year.The number of major accidents with 10 or more deaths during the same period has dropped by 14.7 percent year on year.In response to the high number of fatal accidents the State Council Work Safety Committee has sent about 300 people, in 24 teams, to carry out safety checkups across the country, starting August 27 and ending September 20.

BEIJING -- Chinese investors should be suspicious of phone calls, online messages and websites touting highly profitable stocks, the Ministry of Public Security warned on Tuesday. "As China's stock prices are soaring constantly, there has been a rise in the number of cases of illegal activities in the stock market, which has undermined the normal market order and threatened investor security," the ministry said in a notice on its official website. The government has repeatedly warned investors of illegal securities companies that swindle clients of funds with claims of high returns. The ministry said scam artists used Internet and phone calls to illegally tout stocks, funds or stock ownership to investors. The swindlers charged unwary investors high fees for fake stock tips and then quickly disappeared after having collected a huge sum of money. The funds or stock ownership, which were touted online or by phone, were often nonexistent, the ministry said. Investors were also hoodwinked into buying fake "initial offerings" of stocks that were not listed on the exchanges. Other scams include cases in which investors' shares were stolen and sold by criminals, who had stolen investors' account numbers and codes. The ministry urged investors to be alert and not to trust promoters who touted unrealistic high returns, or accept stock tips from unidentified persons online or on the phone. It also urged investors to be aware of computer security and to stop trading immediately when discovering a computer virus. The China Securities Regulatory Commission has pledged to curb illegal trading and fraud in the stock market. In February, the State Council approved the China Securities Regulatory Commission to lead a cross departmental team to crack down on illegal securities business.

A regional pilot scheme designed to provide basic medical insurance for all urban citizens will go nationwide this year, a senior labor official said Tuesday.A further 229 cities will be added to the scheme this year, Wang Dongjin, former vice-minister of labor and social security and head of a team of experts involved with the pilot, said at a national teleconference.By the end of the year, the scheme will cover 317 cities, Wang said.Dubbed by the public as a lifesaving project, the scheme has been well received by residents in the 88 pilot cities and has brought financial and medical relief to all beneficiaries, he said.Launched in September, the program, as of December, covered 40.68 million people with 620,000 of them already benefiting from it, Wang said.With an average annual premium of 236 yuan () for adults and 97 yuan for children, the scheme will be extended to at least 240 million non-working urban residents, such as children, students, the elderly, the disabled and the unemployed.These groups have been given access to the insurance plan through agents at schools and neighborhood communities, Wang said.For the disabled, home visits will be offered to help them sign up, he said.The premiums are paid by households, instead of individuals, he said. And the government will give subsidies annually to each participant, with more going to families of low-income earners and the disabled.Wang cited a recent survey showing 68 percent of those insured giving it the thumbs up.The poll also found that, between October and December, the number of patients who refused medical treatment for fear of high costs decreased by 10 percent.While subsidized by both central and local governments, the insurance scheme presents both personal and governmental liabilities and cannot be considered a welfare program in its entirety, Vice-Premier Wu Yi said at the conference.Personal contributions to enroll in the scheme cannot be lowered, she said.With the new scheme, China now has a three-layer medicare system, including the health insurance plan for urban employees launched in 1998 and the New Rural Cooperative Medical Scheme launched in 2003.Among those already covered by the medical scheme are more than 10.8 million urban residents in Jiangsu province, almost 4.7 million people in Anhui province, and in excess of 2.2 million urban residents in Gansu province.
