A court has upheld the life imprisonment sentence handed down to the former secretary of Shanghai's sacked Party chief Chen Liangyu, Caijing magazine said on its website on Friday.The Jilin Provincial High People's Court rejected the appeal of 43-year-old Qin Yu despite his insistence he deserved a lesser sentence.Qin argued that as well as freely confessing his involvement in the 3.7 billion yuan (2 million) social security fund embezzlement scandal, he provided a lot of information to aid the investigation, which toppled his boss Chen Liangyu.The high court, however, was unconvinced, and on Thursday upheld the life sentence verdict reached by the Changchun Intermediate People' Court on September 25 this year, the report said.Before becoming Chen's secretary in 1995, Qin worked as a university professor.He was made head of the Baoshan district government shortly before the investigation into the social security fund scandal officially began in July 2006.At his first trial, Qin was found guilty of taking bribes totaling 6.8 million yuan from Zhang Rongkun, the former chairman of the Feidian Investment Company.Zhang was the first person to be arrested in the scandal, which was exposed more than a year ago.It later brought down several high-ranking officials including the former Shanghai Party chief, Chen.He is the highest-ranking Party official to be axed in more than a decade.Zhang's case is still pending.Meanwhile, in an unrelated case, on Thursday, Wang Chengming, the former chairman of Shanghai Electric Group Co and former president of Shanghai SVA (Group) Co Ltd, was given the death penalty with a reprieve for his involvement in collective embezzlement and taking bribes.While he was president of Shanghai SVA, Wang and two other senior business executives, Yan Jinbao and Lu Tianming, pocketed more than 300 million yuan from illegal land transfer deals in Shanghai, a statement by the Changchun Intermediate People's Court said.Yan was sentenced to life imprisonment and Lu was given 15 years, the Caijing website said.Xinhua contributed to the story

Chinese government said on Tuesday Vietnam had caused concern by agreeing with BP, a British oil company, to build a gas pipeline in the South China Sea. "China has indisputable sovereignty over the Nansha Islands and neighboring areas," Foreign Ministry spokesman Qin Gang said in Beijing."Vietnam's new actions infringing on China's sovereignty, sovereign power and administrative rights in the Nansha Islands (in the South China Sea) go against the important consensus reached by leaders of the two countries on this maritime issue," he emphasized. "It is not beneficial to stability in the South China Sea area. China is paying close attention, and we have already made serious representations to the Vietnamese side," the spokesman said. "With everyone's hard work, the situation in the South China Sea has been stable." Qin also said that the February13 agreement on the Democratic People's Republic of Korea (DPRK) nuclear issue may have run afoul of some difficulties, but that does not mean the Six-Party Talks have failed or will be rendered invalid."(The difficulties) are natural because the talks have never been smooth, but the fact that the situation has encountered difficulties doesn't mean that the talks don't work," Qin said at a news conference. Visiting US Chief of Naval Operations Mike Mullen reaffirmed in Beijing on Tuesday that the United States will not support Taiwan independence and will adhere to the one-China policy."The United States will not support Taiwan independence or any unilateral move toward that direction on the part of Taiwan," Mullen told reporters at a press conference.As a guest of Chinese People's Liberation Army Navy commander Wu Shengli, Mullen arrived in China on August 17 for a friendly visit. The national urban and township unemployment rate was reduced to 4 percent last year, thanks to the creation of more than 12 million jobs and despite more people entering the workforce, a top labor official said yesterday.The number of jobs created exceeded the target of 9 million set at the beginning of last year, Zhai Yanli, vice-minister of Labor and Social Security, said at a press conference.Zhai said that by the end of the year, 99.9 percent of the country's 869,000 former "zero employment" families had succeeded in finding work for at least one member.Last year saw the total urban and township unemployment rate fall by 0.1 percentage points for the third year in a row.During the period of economic restructuring in the late 1990s, the rate rose to a high of 6 percent.Zhai attributed the decline to the country's economic growth and measures to stabilize employment. He said the rate will be held within 4.5 percent this year.Every year for the past decade, China has posted double-digit GDP growth. Between 1978 and 2006, the number of urban and township jobs rose from 95.14 million to 283.1 million.But the country continues to face employment pressure, with 10 million people entering the workforce every year between now and 2010, according to official figures.At the same time, the move away from labor-intensive industries in line with efforts to upgrade the economy and improve productivity will also mean fewer jobs being created in those industries, Chen Liangwen, an economics researcher at Peking University, said.Research by the Chinese Academy of Social Sciences has suggested the government look to create more jobs in the country's tertiary, or service, industries.While these already account for about 39 percent of the country's total jobs, the ratio in many developed countries is between 50 and 60 percent.Zhai also said the ministry is mulling over a new salary regulation, to guarantee steady pay rises."The regulation has been drafted and is now soliciting advice. China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.

BEIJING, March 10 (Xinhua) -- The National Development and Reform Commission (NDRC), China's top economic planning agency, said on Monday the country's combined edible vegetable oil consumption stood at 23 million tons in 2007, 2 million tons more than a year earlier.     The country's total market supply last year reached 23.8 million tons, according to a statement on the NDRC website.     The NDRC said the current demand and supply of edible vegetable oil on the domestic market were balanced and could meet citizens' needs.     However, the NDRC and the State Grain Administration (SGA) called on their local branches to endeavor to maintain stable market supply as international soybean and edible oil prices had risen sharply recently.     The NDRC and the SGA ordered their local branches to accentuate the importance that the import of soybeans and edible vegetable oil would not be disrupted.     Two-thirds of edible oil materials in China, the largest global consumer, relies on imports. According to General Administration of Customs statistics, imports of edible oil and soybean reached 8.38 million tons and 30.82 million tons, respectively, last year, up 1.69 million tons and 2.58 million tons year on year.     The NDRC also asked local governments to track the inventory and price of edible oil price in real time and make efforts to maintain a sound market order.

RUGAO - Zhou Fenying is a living witness to the dark history that still poisons China's relations with Japan more than 60 years after World War Two. When Zhou was 22, Japanese soldiers came to her village in eastern China, grabbed her and her sister-in-law and carted them off to a military brothel, she says. Now 91, Zhou has broken decades of silence to speak of her traumatic experience as a "comfort woman" -- the euphemism the invading Japanese used to describe women forced into sex slavery. "I hid with my husband's sister under a millstone. Later, the Japanese soldiers discovered us and pulled us out by our legs. They tied us both to their vehicle. Later they used more ropes to tie and secure us and drove us away," she told Reuters in her home village in Jiangsu province. "They then took us to the 'comfort woman lodge'. There was nothing good there," she said, speaking through a local government official who struggled to translate her thick dialect into Mandarin. "For four to five hours a day, it was torture. They gave us food afterwards, but every day we cried and we just did not want to eat it," Zhou added, sitting in her sparsely decorated home. The Chinese government says Japan has yet to atone properly for its war crimes, which it says included massacres and forcing people to work as virtual slaves in factories or as prostitutes. In 2005, a push by Japan for a permanent U.N. Security Council seat sparked sometimes violent anti-Japanese street protests in cities across China, with demonstrators denouncing Tokyo and demanding compensation and an apology for the war. She cannot forget, and nor can she forgive. "If it were you, wouldn't you hate them? Of course I hate them. But after the war, all the Japanese went home. I'm already so old. I think they are all dead by now," Zhou said. Zhou said she had served as a "comfort woman" for two months before a local town official rescued her by paying off the Japanese. She went back to her husband of 10 years, Ni Jincheng, who later died fighting the Japanese. Zhou remarried and lives with her son, Jiang, from her second marriage. Jiang said his mother had been moved to tell her story after learning of the death of Lei Guiying, a well-known former Chinese comfort woman. Lei died of a brain haemorrhage in April. She had gone public with her experiences last year after hiding the ordeal from her family for 60 years. Jiang said he was not ashamed of his mother, one of only an estimated 50 former Chinese sex slaves still alive today. He said her experiences should highlight to the world the extent of the wartime crimes committed by the Japanese. "When my mother told me about this, as her son, I do not hate her for that. The Japanese are the ones I should be hating. The Japanese are those who committed the crimes. The Japanese are responsible for this, they raped all of the women," he said. Tokyo has not paid direct compensation to any of the estimated 200,000 mostly Asian women forced to work in brothels for the Japanese military before and during World War Two, saying all claims were settled by peace treaties that ended the war. Instead, in 1995, Tokyo set up the Asian Women's Fund, a private group with heavy government support, to make cash payments to surviving wartime sex slaves.

NANJING - The legislature of the eastern province of  Jiangsu has amended the law to clearly define sexual harassment and allow complainants to sue.The Standing Committee of the Jiangsu Provincial People's Congress on Thursday passed the revised Jiangsu Provincial Measures for Implementing China's Law on Protection of Women's Rights, saying "sexual harassment of women in the form of spoken and written language, images, electronic information and bodily gestures is prohibited." The measures allow those who claim that they have been harassed to report such cases to employers, authorities and the police, which must prevent or stop such behavior. Women can also sue those they contend harassed them.Although sexual harassment was included in an amendment of the national law in 2005, the legislation didn't clearly define harassment, which made it difficult to prove in court, said Wang Lasheng, vice chairman of the Legal Affairs Committee of the Jiangsu Provincial People's Congress."A clear definition of the forms of sexual harassment will definitely help law enforcement and improve victims' awareness of self-protection," said Wang.Defining sexual harassment at the local level was a welcome attempt to supplement the national law, said Wang, adding that similar statutes have been passed in Shanghai, Zhejiang, Jiangxi, Shaanxi and Anhui provinces and Ningxia Hui Autonomous Region. These laws allow complainants to file claims or sue.
