UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao Thursday urged the international community, especially developed nations, to speed up intensive efforts to realize the Millennium Development Goals (MDGs).     CHINA'S CONTRIBUTION     Wen made the calls in his address to the UN high-level event on the MDGs. He told the meeting China has honored its commitments to the MDGs by dramatically reducing the number of Chinese living in poverty and by providing assistance to least developed countries.     China, the most populous country in the world, has accelerated development mainly through its own efforts and through reform and opening-up since 1978, and has "brought down the number of people in absolute poverty from 250 million to 15 million in less than 30 years," he said.     The nation's free compulsory education, medical care for 800 million farmers, and governance at various levels have all witnessed substantial progress, the Chinese premier said. It has also provided 206.5 billion RMB (30.37 billion dollars) in various forms of assistance to such countries, of which 90.8 billion RMB (13.35 billion dollars) is free aid, Wen said.     China also provided zero-tariff treatment to the goods of 42 least developed countries. It has also trained 15,000 African medical professionals, sent medical teams and provided free medicines to Africa, he added. The first and foremost development goal should be economic, with educational, cultural and social development also high on the agenda, he added.     He urged respect for the right of all countries to choose their own development paths suited to their national conditions, and called for efforts to resolve regional conflicts and ethnic strife through peaceful means.     On international assistance in eliminating poverty, Wen said developed countries in particular should assume the responsibility of helping underdeveloped countries.     "Assistance should be provided selflessly, with no strings attached. It is particularly important to increase assistance for least developed countries and regions," he said.     Wen proposed that donor countries double their donations to the World Food Programme in the next five years and that the international community do more to cancel or reduce debts owed by least developed countries and provide zero-tariff treatment to their exports.     Efforts should also be made to improve the working mechanisms for the development goals in the Millennium Declaration and coordinate the functions of international organizations to jointly overcome the difficulties facing developing countries, he proposed. Ninety-five percent of products from these countries will also enjoy zero-tariff treatment in the Chinese market, the premier said.     China will also increase agricultural technology support and provide more agricultural training opportunities for developing countries, he said.     Over the next five years, developing countries will get 10,000 more scholarships from China, along with some training programs provided exclusively for African teachers. China will also fully staff and equip the hospitals it builds for African countries and help train their medical staff.     Also in the next five years, China will develop 100 small-scale clean energy projects for developing countries, including small hydropower, solar power and bio-gas projects, the premier said.     Wen arrived in New York Tuesday morning for a three-day visit. He attended the annual high-level debate of the UN General Assembly Wednesday as well as Thursday's UN MDGs summit meeting, and held talks with UN Secretary-General Ban Ki-moon and leaders of some countries.

BEIJING, Oct. 8 (Xinhua) -- China's central bank on Wednesday announced cuts in both the interest rate and reserve-requirement ratio in the latest effort to boost the domestic economy amid worries over the deepening global financial crisis.     The deposit and lending rates would be lowered by 0.27 percentage points from Thursday and the reserve-requirement ratio would be down by 0.5 percentage points from Oct. 15, the People's Bank of China (PBOC) said.     "This was mainly out of concerns over an economic slowdown," said Ba Shusong, deputy chief of the Finance Research Institute under the Development Research Center of the State Council.     "The rate cut was expected as the world was faced with a cycle of interest rate cuts," he told Xinhua.     OUT OF SLOWDOWN CONCERNS     The loosening in monetary policy, the second such move in less than a month, highlighted the government's rising concern over the slowing economy and slumping capital market.     The PBOC cut the benchmark one-year lending rate by 0.27 percentage points on Sept. 16, the first rate cut in six years. It also lowered the reserve requirement at medium- and small-sized lenders by 1 percentage point as of Sept. 25.     Tang Min, China Development Research Foundation deputy secretary, echoed Ba's viewpoint.     Tang said the government made the move mainly out of concerns over domestic problems. "The deepening U.S.-originated credit crisis has impacted the psychology of Chinese and also the real economy," he told Xinhua.     Investors, gripped by lingering fears of global economic downturn, dumped equities to drive the stock market down 66 percent from its peak last October.     China's gross domestic product (GDP) expanded 10.1 percent in the second quarter of the year, marking a deceleration for four consecutive quarters.     Its exports, a major driver behind the economy, reported slowing growth this year as the credit crisis reduced overseas demand for its goods. This has led to the closures of tens of thousands of local exporters and also job losses.     Local businesses bore the brunt of higher borrowing costs and were even finding it difficult to get credit after last year's tightening measures aimed at curbing inflation and averting economic overheating.     The easing in inflation has given room for the authorities to loosen monetary policy. The consumer price index rose 4.9 percent in August, off from the 12-year-high of 8.7 percent in February.     "Inflation is no longer a threat with the declining commodities prices," Tang said.     The monetary policy has been starting to loosen and the trend would not change in the short term, said Zhuang Jian, an Asian Development Bank (ADB) economist. "The whole world doesn't have strong confidence in the economic outlook."     TAX CUT TO BOOST DEMAND     In another move to boost domestic demand, the State Council, China's Cabinet, said it would scrap the 5 percent individual income tax on savings interest earnings starting on Thursday.     China began levying a 20 percent individual income tax on interest earnings in 1999 to narrow the income gap and encourage consumption and investment. The tax rate was slashed to 5 percent on Aug. 15, 2007.     The income tax cut was a must as it would help alleviate the erosion on personal income by high prices, especially given the cut in the deposit rate, Li Yang, head of the Finance Research Institute under the Chinese Academy of Social Sciences.     The tax cut, together with lower borrowing costs, would boost domestic demand, an increasingly more important driver of economy in the global credit crisis, Zuo Xiaolei, China Galaxy Securities chief economist, said.     GLOBAL COORDINATED RESPONSE     The move was also a timely response to the rate cuts by other major central banks and part of a coordinated effort to stem the global crisis, Tang said.     Six other major central banks, including the U.S. Federal Reserve, slashed interest rates on the same day to cope with the current financial crisis.     The U.S. Federal Reserve lowered its target for the federal funds rate by 0.5 percentage points to 1.5 percent. The Bank of England cut its rate by half a point to 4.5 percent and the European Central Bank cut by the same margin to 3.75 percent.     Central banks of Canada, Sweden and Switzerland took similar actions. The Bank of Japan said it strongly supported these policy actions.     Australia's central bank on Tuesday slashed the interest rate by 1 percentage point, the largest cut since 1992.

BEIJING, Oct. 9 (Xinhua) -- China's securities regulator on Thursday said publicly-traded companies must pay dividends in cash rather than stock over three years before submitting their refinancing applications.     The move could help to encourage long-term investment and reduce market volatility, the China Securities Regulatory Commission (CSRC) said.     The benchmark Shanghai Composite Index has plunged 66 percent from its record high last October.     In a new regulation stipulating cash dividend payment by listed companies, the CSRC said: "The listed firms, if applying for refinancing, must pay dividends in cash totaling no less than 30 percent of its distributed profits over the past three years."     The regulation went into effect on Thursday.     In the draft version released in August, companies were allowed to pay dividends either in cash or stock.     The listed firms were also ordered to reveal their cash dividend policies and previous cash dividend data to investors in their annual reports to improve transparency.     "The listed company should give reasons why it failed to pay a cash dividend if it is able to and where the money goes," according to the rule.     Cash dividends could offer stable investment returns and prompt large institutional investors to reduce speculation on the secondary market, the regulator said.     A couple of huge refinancing plans earlier this year triggered a market plunge on concerns over stake dilution and liquidity stress.     In a separate regulation on share buy-back, also effective on Thursday, the CSRC said it allowed a cash dividend payment when the controlling shareholders bought stocks on the secondary market.     Such action was banned in the draft version released in late September to solicit public opinion.     Share buy-back through bidding at stock exchanges also no longer needs regulatory approval.     The CSRC added it would continue to revise the rules on stock buy-back and also give consideration to repurchase through agreement or tender offer.

BEIJING, July 11 (Xinhua) -- Negotiators in the six-party talks on the Korean peninsula nuclear issue reached a "principled consensus" here on Friday on verifying the declaration of the Democratic People's Republic of Korea (DPRK), a Chinese official said Friday.     The top negotiators discussed the specific principles of setting up a verification and inspection mechanism, as well as economic and energy aid to the DPRK, the Chinese delegation's spokesman Qin Gang told reporters. BEIJING, Oct. 12 (Xinhua) -- China's quality watchdog said here on Sunday that the latest tests on Chinese milk powder found no traces of melamine.     It was the fourth round of tests for the industrial chemical since the breaking of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 39 batches of baby formula from 10 brands in six provinces and 133 batches of other milk powder from 45 brands in 18 provinces, the agency said.     So far, 499 batches of baby formula from 53 brands and 709 batches of other milk powder from 142 brands produced after Sept. 14 have been tested and none contained melamine, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

He urged the center staff to make greater efforts for the preparations.     Starting in mid-June, the coast of Qingdao was coated with a vast algae coming from the Yellow Sea. A bright green covering of algae smothered beaches and extended out several hundred meters. It once covered 32 percent of the sailing venue at the peak of the outbreak.     Hu expressed satisfaction with the efforts Qingdao had made to clean the seawater and make it qualified for the sailing event, and urged local authorities to continue to keep alert.     He also encouraged Chinese athletes to achieve good results and voiced sincere welcome for foreign athletes.     "The Chinese people are showing their warm welcome to athletes from all over the world. BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.
