URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. It is our top priority," he said.     He urged Party and government departments at all levels to crack down on the acts of sabotage by hostile forces both at home and abroad, in order to ensure national and ethnic unity and social stability.     The Party's top publicity official Li Changchun on Wednesday called for redoubled efforts to improve education on patriotism and ethnic unity, to create a favorable atmosphere for the celebration of the 60th anniversary of the founding of the People's Republic of China.     Li, also one of the nine Political Bureau Standing Committee members, made the remarks during a three-day visit to the northwestern province of Qinghai, adjacent to Xinjiang.     "In regions inhabited by ethnic minorities, patriotic education must be combined with education on ethnic unity," he said, to let the public understand that "ethnic unity comes with blessings while disunity with woes".

YEKATERINBURG, Russia, June 15 (Xinhua) -- Chinese President Hu Jintao met here Monday night with Indian Prime Minister Manmohan Singh.     Hu said China has always striven, steadfastly and from a strategic and long-term perspective, to promote good neighborliness and friendly cooperation with India, an important neighbor of China and also a fast-growing emerging power.     The Chinese side is ready to work with the Indian side to maintain the sound momentum for development of the bilateral strategic and cooperative partnership, make greater efforts to implement the "10 strategies" reached between the leaders of the two countries, enhance mutual political trust and reciprocal cooperation in various fields, take into consideration each other's concerns and core interests, and strengthen coordination and cooperation on major international and regional issues, said Hu. Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. BEIJING, July 8 (Xinhua)-- China's gross domestic product (GDP) growth in the second quarter this year is forecast to accelerate close to 7.8 percent, Goldman Sachs Asia and the Beijing-based Gaohua Securities Company said in a report Wednesday.     "The figure is above our previous forecast of 7.0 percent year on year," said Song Yu, one author of the report and Goldman Sachs Asia's economist on China's macro-economy.     According to the report, economic performance of China in June will show robust improvements, with the industrial output expected to rise about 10 percent in June from 8.9 percent in May.     Fixed asset investment in June is forecast to grow 42 percent year on year, up from 38.7 percent in May.     Exports is expected to decline 22 percent in June from a year earlier, smaller from a 26.4 percent dip in May, while imports may post a eased drop at 18.0 percent from a 25.2 percent fall in May.     The consumer price index is expected to fall 1.5 percent in June from a year ago, compared with a 1.4 percent drop in May. Producer price index would decline 7.6 percent year on year, compared with a slide of 7.2 percent in May.     Zhou Xiaochun, governor of the country's central bank, said in late June that the second quarter is expected to be better than the first, when the gross domestic product grew 6.1 percent. The National Bureau of Statistics said in June that China's GDP will grow close to eight percent in the second quarter.     China is due to release its second-quarter GDP data in mid-July.

MOSCOW, June 1 (Xinhua) -- The BRIC countries (Brazil, Russia, India and China) are able to realize rapid economic growth after the current financial crisis tides over, said Chinese and Russian experts during a Beijing-Moscow televised conference on Monday.     The emerging economies, represented by the BRIC countries, are playing a stabilizing role amid the ongoing crisis, said Chen Fengying, director of the Institute of World Economy Studies in China's Institute of Contemporary International Relations.     Chen said the BRIC countries, which could contribute much more to the global economic growth this year, may further lead the world economy in a post-crisis era, should they realize the industrial restructuring and the transition of economic growth patterns.     Judging from macroeconomic indicators such as international balances, scales of debt and deficit, the BRIC countries may weather through the financial crisis earlier than the major developed countries, said Lev Frainkman, an expert from Russia's Institute for the Economy in Transition.     These countries also have ample reserve funds to implement their anti-crisis measures, said Frainkman.     The BRIC summit scheduled to be held in mid-June in Yekaterinburg, Russia, has displayed BRIC countries' cooperative willingness to jointly ward off the crisis, said Sergei Alexashenko, director of Macroeconomic Studies at Russia's Higher School of Economics.     BRIC countries may integrate respective resources to seek cooperation in aircraft manufacture and software development, he added.     Li Yongquan, deputy director of the Euro-Asian Social Development Research Institute at China's Development Research of the State Council, said of all the bilateral and multilateral cooperation within the framework of the BRIC countries, he particularly expects a great prospect for China-Russia cooperation.     Li suggested China and Russia further exploit cooperative potentials in four spheres such as technologies, natural resources, human resources and marketing.

HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

WASHINGTON, April 25 (Xinhua) -- Zhou Xiaochuan, governor of the People's Bank of China, said on Saturday that positive changes have taken place in the Chinese economy, whose overall performance is better than expected.     "Facing the impact of the financial crisis, the Chinese government has promptly introduced a policy package to expand domestic demand and maintain financial stability, striving to respond to the impact of the financial crisis," said Zhou at the International Monetary and Financial Committee (IMFC) meeting held here on Saturday. "It should be recognized that the rebound in China's economy remains to be consolidated," he said.     "The internal and external environments are still challenging, external demand continues to shrink, the decline in export volume is relatively large, some industries have excess capacity, government revenue is falling, and employment pressures continue," he noted.     The Chinese government will continue its implementation of an aggressive fiscal policy and a moderately accommodative monetary policy, and implement the package plan in response to the crisis, said Zhou.     He stressed that the long-term economic development trend in China has not changed.     "As macroeconomic policies gradually take effect, China's economy has the conditions for maintaining relatively rapid development," he said
