BEIJING, Jan. 10 (Xinhua) -- Justices in China's Supreme People's Court, as well as judges in local courts, will start working side by side with anti-corruption supervisors from Monday.     On Friday, 14 full time supervisors were installed in the Supreme People's Court (SPC) to oversee judges, court-order enforcers and other court staff.     The SPC said in a statement Sunday that 24,521 anti-corruption supervisors had been in place in 2,392 courts across the country.     In local courts, the posts of anti-corruption supervisors were concurrently held by senior judges, it said.     The system was born out of the efforts "to better combat corruption and redress injustices in a timely manner," said Shen Deyong, SPC executive vice-president.     The Supreme People's court had issued a tentative measure to facilitate coordination between the internal check system and external supervision departments, said the statement.     It also said courts across China would work to optimize the system with measures such as appointing more supervisors and setting up regular exchange and appraisal systems for anti-corruption supervisors.

BEIJING, Dec. 2 (Xinhua) -- Chinese vice premier Li Keqiang has called for efforts to build the South-to-North Water Diversion Project into a water-efficient and environment-friendly project.     Li made the remarks at a meeting held by the State Council on Tuesday, saying the government should stick to policies regarding resource-conservation and environment-protection in the construction work.     Li ordered relevant departments to intensify their efforts on pollution control and eco-environment protection in both the water source area and areas along the project in the course of construction.     Li, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed that a good job on the resettlement of residents is essential.     Addressing the meeting, vice premier Hui Liangyu ordered attaching great importance to quality and safety, strengthening pollution treatment and properly resettling local residents.     Launched in 2002, the South-to-North Water Diversion Project, consisting of eastern, middle and western routes, is designed to divert water from the water-rich south of the country, mainly the Yangtze River, to the dry north.     By the end of October, the government has invested 34 billion yuan (or 4.98 billion U.S. dollars) in the eastern and middle routes, and part of the project has contributed to alleviate the water strain in Beijing.

NEW YORK, Jan. 7 (Xinhua) -- Stopping importing from China may result in an increase in the U.S. trade imbalance, chief economist of the World Bank Justin Yifu Lin said during a speech here on Thursday.     Addressing the audience at a forum about the forecast and views of Chinese economy held at the New York Stock Exchange, Lin said the imbalance between the United States and China actually "reflects some kind of specialization due to the state of development."     The type of products that China exported to the United States are labor-intensive living necessities that the United States will never produce anymore and has no competitive advantages, Lin said. Chief economist of the World Bank Justin Yifu Lin delivers a speech at a forum about the forecast and views of Chinese economy held at the New York Stock Exchange in New York, the U.S., Jan. 7, 2009. He said stopping importing from China may result in an increase in the U.S. trade imbalance    "If China will not export those type of labor-intensive products, U.S. will have to import from other middle income or lower income countries," he added. "And very likely, the cost of importing from other countries will be higher."     Lin said U.S. companies always have a free choice to import from China or other countries, and they currently choose China is because the cost is lower.     "If U.S. has to switch the source of the import from another country, (U.S.) people will have to pay for them no matter how high the price is because that is a definite necessity," Lin said," that means most likely the trade imbalance in U.S. may increase."

BEIJING, Dec. 28 (Xinhua) -- Chinese Premier Wen Jiabao Monday asked auditors to keep a close eye on public investment projects to help avoid embezzlement and waste of public funds.     Jerry-built projects and vanity projects should be strictly forbidden with the help of closer follow-up scrutiny of public funds, said the premier in a meeting with participants at a national auditing conference.     The National Audit Office (NAO) statistics showed that altogether 234.7 billion yuan (34.51 billion U.S. dollars) of public funds have been misappropriated and 16.3 billion yuan wasted during the first 11 months this year. Chinese Premier Wen Jiabao (C, front), also a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, shakes hands with one of participants of the National Audit Work Conference and the Commendatory Convention for Outstanding Audit Units and Auditors, at the Great Hall of the People in Beijing, Dec. 28, 2009    Wen urged auditors to strengthen budget enforcement auditing in order to guarantee an open and transparent fiscal budget for governments at all levels.     The premier said that auditing should shoulder the responsibility of safeguarding the country's economic security by detecting possible risks in economic operations. As for now, special attention should be paid to fiscal and financial risks, he said.     He also called for giving full play to the role of auditing in the fight against corruption and severely cracking down on corruption.     China carried out audit among more than 20,000 government officials including provincial level cadres and bosses of large state-owned enterprises this year. Cases involving 67 senior officials and 164 others were handed over to judicial authorities, said the NAO.

BEIJING, Nov. 24 (Xinhua) -- China hopes the upcoming China-EU summit will promote strategic mutual trust, said Vice Foreign Minister Zhang Zhijun on Tuesday.     Zhang said, the summit to be held on Nov. 30 in the eastern Chinese city of Nanjing is the highest level of dialogue mechanism between the two sides, and it has a unique and leading role in the development of China-EU relations.     At the invitation of Chinese Premier Wen Jiabao, European Commission President Jos Manuel Barroso, Swedish Prime Minister Fredrik Reinfeldt, whose country currently holds the rotating EU presidency, and EU High Representative Javier Solana will attend the summit. Both sides will exchange views on bilateral relations, global financial crisis and climate change.     Zhang said China hopes the summit will actively enhance strategic mutual trust and both sides will be more determined to support each other's choice of path of development.     China also hopes the two sides will make a general blueprint for the dialogue and cooperation in various fields and show the world their cooperation on global issues including trade protectionism and climate change, Zhang added.     China and EU have common or similar views on major international issues such as upholding multilateralism and promoting world peace and stability. They enjoy a sound basis of cooperation on promoting reform of international financial system and coping with climate change, Zhang said.     According to the Foreign Ministry, Chinese and EU leaders will attend the signing ceremonies of a series of agreements on science and technology, economic and trade, environment protection and industry, and hold a press conference after the summit.     The upcoming 12th China-EU summit is the second of its kind in 2009 as the first one was held in May, and it is also the third time for the leaders to meet in 2009 since Wen visited Europe at the beginning of this year.

NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. We will work with all member states of FOCAC to implement the outcomes of the Ministerial Conference in a concrete way," he said, adding that one of the important missions of his visit to Africa, which will also bring him to Nigeria, Sierra Leone, Algeria and Morocco, is "to show to Africa the sincerity of the Chinese government, discuss with African countries the implementation actions on the ground, and bring the outcomes of the conference to the African people".     On his part, Wetang'ula applauded good relationship between the two countries and expressed appreciation of China's technical and financial support to Kenya, reiterating that Kenya committed to One-China policy.

HUA HIN, Thailand, Oct. 26 (Xinhua) -- With a delighted and relieved smile, Chinese Premier Wen Jiabao waved to the crowd on Sunday at the airport in Thai resort Hua Hin before he left for home.     The premier has successfully finished his visit to Thailand after attending a series of summit meetings related to the Association of Southeast Asian Nations (ASEAN) during the past three days. China's Premier Wen Jiabao (L Front) arrives in Hua Hin, Thailand, Oct. 23, 2009 for a series of meetings related to the Association of Southeast Asian NationsThis is Wen's second visit to this country in 2009. Half a year ago, despite extreme political turbulence in Thailand, Wen decided to attend the ASEAN summits in Pattaya in a bid to show China's sincerity to the world.     During the 22 hours in Pattaya, Wen used all possible chances to hold talks with the leaders at the summits and meet journalists, transmitting China's determination and confidence in overcoming the global financial crisis and pushing forward East Asia cooperation. Chinese Premier Wen Jiabao (C) meets the press in Hua Hin, Thailand, Oct. 23, 2009. Wen had been deeply convinced that enhancing cooperation and working together to overcome the difficulties of the time were in accord with the fundamental interests of East Asian peoples.     Once we had sincerity, determination and confidence, the hope would not be dashed, the premier said.     During the following six months, the Chinese government decided to set up a 10-billion-U.S. dollar China-ASEAN investment cooperation fund, establish the China-ASEAN Free Trade Area, and provide financial support to ASEAN countries. Trade between China and ASEAN has entered into the period of recovery since September. Chinese Premier Wen Jiabao has a working lunch with leaders attending the fourth East Asia Summit in the southern Thai resort town of Hua Hin, Oct. 25, 2009At the Oct. 23-25 Hua Hin summits, Wen brought not only good news of China's economic rebound, but also a six-point proposal for strengthening cooperation between China and ASEAN, which included building an economic cooperation zone and boosting cooperation in such sectors as investment, agriculture, intellectual property rights, infrastructure construction and culture.     Wen emphasized that challenge could turn into opportunity, cooperation could bring strength, while innovation could contribute to success.     The blueprint of East Asia cooperation would be better, he said, adding that the hope is just like "an imperishable lighthouse," which leads the East Asian people amid ups and downs.     Mutual respect and trust constitute the foundation for cooperation. Wen held a series of meetings with leaders of other countries during the ASEAN summits, with his meetings with Indian Prime Minister Manmohan Singh and Australian Prime Minister Kevin Rudd having been widely followed. Chinese Premier Wen Jiabao (R) meets with Indian Prime Minister Manmohan Singh in Hua Hin, Thailand, on Oct. 24, 2009. Wen arrived here on Friday evening to attend the summit meetings of the Association of Southeast Asian Nations (ASEAN) with its partnersWen and Singh have confirmed their strong willingness for common and harmonious development between the two sides during their talks.     Maintaining good-neighborly and friendly relations as well as mutual beneficial cooperation between the two big developing countries would not only benefit both peoples, but also bring hope for Asia and the world, the two leaders said. Chinese Premier Wen Jiabao (R) meets with Australian Prime Minister Kevin Rudd in Hua Hin, Thailand, October 24, 2009. Wen Jiabao and Kevin Rudd are here to attend a series of leaders' meeting related to the Association of Southeast Asian Nations (ASEANAlthough China and Australia have different political systems, levels of economic development, historical and cultural background, common interests had led to an increasingly close relationship between the two Asia-Pacific powers.     The talks between Wen and Rudd had shown that there would be no unconquerable difficulties as long as the two sides treated each other with mutual respect and pursued win-win cooperation.     Establishing an East Asian Community is the common desire of the people in the region, though the path toward realizing the goal will be long and bumpy.     China will sincerely, firmly, actively and effectively engage in pushing forward the integration of East Asia.     Half a century ago, together with India and Myanmar, China proposed the Five Principles of Peaceful Coexistence, advocating for mutual respect, equal treatment and friendly cooperation among all nations. In the early 1990s, China initiated the cooperation between ASEAN and itself. In the aftermath of the Asian financial crisis, the regional cooperation in East Asia began to pick up in pace.     Wen firmly expressed at the Hua Hin summits that China would work with East Asian nations toward realizing the long-term goal of establishing the East Asian Community.     The clouds of the international financial crisis remain overhead. However, consensus and hopes are in the making among the members of East Asia, shining as an ever-bright lighthouse and leading the way to a more promising future.

BEIJING, Nov. 18 (Xinhua) -- China disagrees to the suggestion of a "Group of Two" (G2), Chinese Premier Wen Jiabao said at a meeting with visiting U.S. President Barack Obama here on Wednesday.     China is still a developing country with a huge population and has a long way to go before it becomes modernized, Wen said, stressing "We must always keep sober-minded over it".Chinese Premier Wen Jiabao meets visiting U.S. President Barack Obama in Beijing on Nov. 18, 2009. China pursues the independent foreign policy of peace and will not align with any country or country blocks, Wen said.     Global issues should decided by all nations in the world, rather than one or two countries, he added.     "Meanwhile, we believe Sino-U.S. cooperation can play a unique role in advancing the establishment of the new international political and economic order, as well as promoting world peace, stability and prosperity," Wen said.     Wen noted that the bilateral trade volume between China and the United States has increased greatly since the two countries established diplomatic ties 30 years ago. Chinese Premier Wen Jiabao meets visiting U.S. President Barack Obama in Beijing on Nov. 18, 2009    "This is in the fundamental interests of both countries and their people," Wen said. "We do not pursue trade surplus and I hope the United States would lift its policy of restricting high-tech products exports to China and increase their proportion in the U.S. exports to China.     "Meanwhile, our two countries should strengthen mutual investment and cooperation in such fields as energy, environmental protection and high technology for a more balanced bilateral trade," Wen said.     The revival of world trade and investment is beneficial to the global effort to cope with the financial crisis and help accelerate the recovery of the world economy, he said.     "China and the United States should work together to fight against protectionism in trade and investment," Wen said.     Obama, who described U.S.-China relations as of global significance, said U.S.-China cooperation is crucial as far as major global issues such as economic recovery, climate change and regional and global peace are concerned.     He hoped the two countries would abandon distrust and misunderstanding, strengthen exchange and cooperation, so as to push U.S.-China relations forward.     The United States appreciates and supports the Chinese government's efforts in developing the economy and reducing poverty, said Obama, adding that the development of China is beneficial to the world.     The United States and China are important trade partners for each other, which has brought huge benefits to both countries, while trade protectionism does no good to either side, Obama said.     He said the United States appreciates China's efforts to adjustthe economic structure, expand domestic demand, protect intellectual property rights and reform the Renminbi exchange rateregime.     The United States would properly handle bilateral trade frictions so that they would not harm the interests of the two countries, Obama said.     The United States has noted China's concern over the export control to China and is willing to take measures and increase high-tech product exports to China, he added.     Before their formal meeting in the State Guesthouse Wednesday morning, Wen said Obama's fruitful visit, the first state visit to China since he took office in January, would be of far-reaching significance.     He expressed his "sincere hope" that Obama's China visit would lift the comprehensive and cooperative China-US relations to a new level.     "The history of Sino-US relations has made it clear that cooperation benefits both sides while confrontation results in harms, and mutual trust brings progress while suspicion causes setbacks," Wen said.     Cooperation is better than containment, dialogue is better than confrontation, and partnership is better than rival ship, he added.     Wen and Obama also exchanged views on global climate change, the Korean Peninsula situation, the Middle East issue and Doha round of world trade talks.     Obama arrived in Shanghai on Sunday night to kick off his four-day visit to China, where on Monday he met with municipal officials and college students and then flied to Beijing in the afternoon.     On Tuesday in Beijing, Chinese President Hu Jintao held talks with Obama, and they reached a wide range of agreements on furthering strategic mutual trust, maintaining exchanges at all levels and meeting global and regional challenges together.     A joint statement was issued after the talks.     Obama also met with China' top legislator Wu Bangguo during his stay in Beijing.
