UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao met here Thursday with Bill Gates, chairman of Bill & Gates Foundation, to discuss issues concerning development and poverty alleviation.     During their talks on the sidelines of the a high-level U.N. meeting for Millennium Development Goals (MDGs), Wen expressed appreciation over Gates' long-term efforts for promoting settlement of issues concerning development.     The current turbulence in the international economic and financial situation, sharp increases in oil prices and food supplyshortage have made things more difficult for poor countries, Wen said. BEIJING, June 26 (Xinhua) -- The headquarters for quake-relief command of the State Council, China's Cabinet, on Thursday called for priority in reconstructing public facilities such as schools and hospitals in the country's southwestern quake-hit region.     At a regular meeting presided over by Premier Wen Jiabao, the headquarters clarified the main tasks of the relief and reconstruction in the quake-hit zone, giving priority to rebuilding and quality of public facilities that were closely related to the lives of local residents. Reconstruction should also pay great attention to the preservation of traditional and cultural relics.     When the local governments help farmers rebuild homes, officials should fully respect their will and mobilize more social aid, as well as governmental subsidies, the headquarters ordered.     It suggested that those involved in the rebuilding of transport, communication, energy and other infrastructure should first resume their operation and properly arrange their location in accordance with local geological conditions. The headquarters stressed the seriously-destroyed factories be rearranged to resume production in new sites and for the recovery of local agriculture as soon as possible.     It reminded all quake-relief officials the reconstruction would be long-term and a tough task for governments as it required scientific planning and an orderly procedure.

ISLAMABAD, April 26 (Xinhua) -- Pakistani President Pervez Musharraf and Prime Minister Yousuf Raza Gillani met respectively with visiting Chinese Foreign Minister Yang Jiechi on Saturday and reiterated their resolve to improve bilateral ties to a new level.     They said Pakistan will always stand with China on the Taiwan and Tibet issues and Beijing Olympics will be a great success. DUSHANBE, Aug. 26 (Xinhua) -- Chinese President Hu Jintao arrived in Tajikistan's capital Dushanbe on Tuesday for a state visit and to attend the 8th Shanghai Cooperation Organization (SCO) summit, scheduled for Thursday.     Hu flew to Dushanbe from Seoul after concluding a state visit to the Republic of Korea, and was met at the airport by Tajik President Emomali Rakhmon.     During his stay in Dushanbe, President Hu will hold talks with Rakhmon and sign bilateral cooperation deals related to political, economic and trade exchanges, according to a senior official of the Chinese Foreign Ministry.     In a written speech delivered at the airport, Hu said China and Tajikistan are friendly neighbors sharing common mountains and rivers.     Since the two countries forged diplomatic ties 16 years ago, bilateral relations have witnessed smooth development with tangible results achieved in political, economic, security and other areas, he said. SHANGHAI, April 16 (Xinhua) -- A press release from the Chinese Foreign Ministry said here Wednesday that the six-nation talks on Iran's nuclear issue had reached an "important consensus" to formulate a plan to restart negotiations on Iran's nuclear issue.     The press release said that the attendant parties had profound and constructive discussions on the next steps, however, it did not offer any further information about what the consensus was. Officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gather in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue April 16. The involved parties all agreed to maintain close communication and consultation in an effort to continue their discussions on some unsolved issues concerning the plan, the press release added.     At the invitation of Chinese Assistant Foreign Minister He Yafei, officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gathered in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue.     However, the meeting was overshadowed by Tehran's latest defiant moves, by announcing that the country had tested a new advanced centrifuge and started to install 6,000 new centrifuges at Natanz nuclear plant. "We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."

NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.

 GUANGZHOU, April 20 (Xinhua) -- Three people were confirmed dead in mud flows and strong winds caused by Typhoon Neoguri in south China's Guangdong Province, said the provincial flood-control headquarters on Sunday.     The typhoon claimed two lives in Shenzhen City, when a mud flow inundated a section of road under construction. One person was hit and killed by an aluminum sheet blown off a stadium roof by strong gales in Zhuhai City, according a headquarters official.     The headquarters did not identify the victims. PYONGYANG, April 21 (Xinhua) -- The torch relay in Pyongyang will enhance friendship between the Democratic People's Republic of Korea (DPRK) and China, the DPRK's Olympic chief said Monday.     The event will promote the cooperation and exchanges in sports between the two countries, and will show their traditional friendship to the world, said Park Hak Seon, chairman of the National Olympic Committee of the DPRK.     The official made the remarks at a reception held by the Chinese Embassy to welcome the Beijing Olympic Flame to Pyongyang.     The reception was attended by senior DPRK officials, including Yang Hyong Sop, vice president of the Presidium of the Supreme People's Assembly, and Park Kwan O, chairman of the People's Committee of Pyongyang, foreign diplomats in Pyongyang and famous DPRK athletes.     Liu Xiaoming, Chinese Ambassador to the DPRK, expressed thanks to various departments of the DPRK for their hard work in preparing for the torch relay in Pyongyang.     He said he sincerely appreciates the strong support from the people of the DPRK to the Chinese people.     The Olympic torch which will be used to carry the sacred flame in Pyongyang was displayed at the reception.     The torch relay will be held on April 28 in Pyongyang, the 18thleg of its global trip. The preparations are going smoothly.     "The committee will try its best to ensure the torch relay in Pyongyang is the smoothest and safest one," Park Hak Seon said.
