"We hope that the Haitian people, with the help of the international community, will overcome the difficulties, rebuild their homes and achieve self-reliance at an early date."The new Chinese contribution follows a Jan. 13 decision of the Red Society of China to donate one million U.S. dollars in cash to Haiti, he said. "On Jan. 15, the Chinese government announced its decision to provide 30 million yuan (about 4.4 million U.S. dollars) worth of humanitarian emergency supplies to Haiti."The first charter plane loaded with these supplies arrived in Haiti on Jan. 17, bringing to the local people medicine, tents, portable emergency lights, water purification equipment, food, drinking water and clothes, he said. "The second plane, which was delayed due to limited capacity of the Haitian airport, will arrive on Jan. 26."Since Jan. 13, the 60-member emergency rescue team sent by the Chinese government has fully engaged in disaster relief in the Haitian capital Port-au-Prince, he said. "The team has carried out effective search and rescue operations at the headquarters of MINUSTAH (the UN Stabilization Mission in Haiti), the prime minister's palace and other places, with a number of bodies found, including those of Special Representative Hedi Annabi of MINUSTAH and other UN staff.""The medical team of the Chinese rescue team are providing medical support for several hundred local people everyday," he said. "At this very moment, the Chinese international rescue team is still working at this forefront of disaster relief in Haiti and doing its utmost to help more people affected by the earthquake."Since the earthquake struck Haiti on Jan. 12, the international community has worked in solidarity to offer a helping hand to the Haitian people and government, he said. SHANGHAI, Jan. 27 (Xinhua) -- The government must mobilize the public to safeguard security, which is the priority of the Shanghai World Expo, the top Shanghai official said Wednesday.The measures to ensure a secure Expo need understanding and support from the public, said Yu Zhengsheng, secretary of the Communist Party of China Shanghai Municipal Committee. VLADIVOSTOK, Russia, March 21 (Xinhua) -- Visiting Chinese Vice President Xi Jinping Sunday encouraged Chinese and Russian youths to make joint efforts in helping push forward the friendly bilateral ties.Xi, during his visit to the Confucius Institute of Far Eastern National University here, called on youths of the two countries to realize the aim with their youthful passion and wisdom.At the institute, which was founded in 2006, Xi watched an exhibition showing its achievement, attended a Chinese calligraphy lesson taken by Russian students, and inaugurated a bronze statue of Confucius.Xi also paid a visit to the "Ocean" all Russia children's center, where hundreds of Chinese pupils and middle-school students, victims of a devastating major earthquake in 2008, had attended a rehabilitation program.The massive earthquake struck southwestern China's Sichuan, Shaanxi and Gansu provinces on May 12, 2008, leaving some 70,000 people dead and 18,000 others missing.Xi recalled that the Russian government and people provided timely assistance to victims of the quake and President Dmitry Medvedev later invited more than 1,500 Chinese pupils and middle-school students from the quake-hit areas to Russia for rehabilitation.The Chinese vice president conveyed the sincere greetings and best wishes of these Chinese children to their Russian peers in the center, and, on behalf of the Chinese government and people, expressed his heartfelt thanks to the staff of the center.Xi said Chinese and Russian youths are the builders and successors of the future undertaking of the Sino-Russia friendship.He said the "Year of Chinese Language" would open in Russia in several days, expressing his hope that Russian youths would actively take part in related activities, and learn Chinese language, history and culture.Xi arrived in Vladivostok Saturday for a five-day official visit to Russia.

Please show the evidence," he said.Li's remarks came after the New York Times reported Thursday cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University and Lanxiang Vocational School, which the report alleged has ties to the Chinese military.The report, citing unidentified investigators, said there is evidence suggesting a link between the attacks and a computer science class at Lanxiang taught by a Ukrainian professor.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing.The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for someone to join the army at a proper age.No comment was available from Shanghai's Jiaotong University.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.

BEIJING, Feb. 25 (Xinhua) -- China's Ministry of Supervision said Thursday it would enhance supervision to key sectors and leading officials this year to ensure clean and efficient work in promoting the country's sound economic and social development.The supervision and examination would target corruption in project construction, real estate development and land management, as well as corruption behind major accidents, the ministry said in a circular outlining major works in 2010.The ministry would investigate officials who meddled in construction projects against relevant regulations to seek personal gains, staff of supervisory organs who were negligent of duty or took bribes, and those who involved in serious commercial bribery cases, the circular said.The ministry vowed "zero tolerance" for these cases, it said.The ministry promised to step up its efforts this year to ensure the implementation of the central government's major arrangements for accelerating the adjustment of economic growth mode and promoting steady and fast economic development.It would also strengthen supervision and examination to make sure local governments will take measures to check the rocketing real estate price in some cities to ensure the sector's healthy development, it said."Lazy and incapable" officials would also be targeted in the supervision to ensure efficiency of government work, according to the circular.China has intensified its fight against corruption recently.In its latest effort, the Communist Party of China (CPC) Central Committee Tuesday listed 52 unacceptable practices in an ethics code for CPC cadres to follow.The code forbids conducts including accepting cash or financial instruments as gifts, and using their influence to benefit their spouses or children with regards to their employment, stock trading or business.

This demonstrates clearly China's affirmation of the universality of human rights," said the ambassador, who was China's vice foreign minister before taking his new position in Geneva earlier this month.While acknowledging the universality of human rights, He also stressed that countries might have different understandings about human rights and different ways and means of promoting and protecting human rights because of the "diversity of culture, history, religion and the difference of social systems and development levels.""The Vienna Declaration and Program of Action (VDPA) adopted by the World Conference on Human Rights in 1993 has confirmed that the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind when promoting and protecting human rights and fundamental freedoms by states," he said.According to the Chinese ambassador, the UN Human Rights Council, which is based in Geneva and comprises 47 member states, is an agency aimed at promoting and protecting human rights through dialogue and cooperation.Nearly four years after its creation, the Council "has basically accomplished its work and is on the right track," he said.He noted the Council had been able to review all the items on the agenda and provided timely responses to the substantive human rights issues.In addition, the Council had reviewed human rights situations in 112 UN member states, including China, through its Universal Periodic Review (UPR) mechanism, which was a "worth mentioning" result.He admitted the Council was not a "perfect" agency and still suffered from problems such as double standards and politicization.The functioning of the Council needed to be reviewed so that its work could be improved and better aligned to the letters and spirit of the UN resolutions, he said.However, the ambassador expressed opposition to any attempts to "rebuild" the agency or to "renegotiate what has been agreed upon.""It is not the time to reform it or rebuild it when it is only four years old...
