BEIJING, Nov. 18 (Xinhua) -- The leader of the world's largest developed country came across the Pacific Ocean to the largest developing country this week, and nobody could ignore the event nor its significance.     As today's world is undergoing tremendous development and change, how China and the United States define their relations means much, not only to each other, but also to the rest of the world.     "The significance and influence of China-U.S. relations go far beyond the two countries," Chinese President Hu Jintao has said.     Soon after she took office, U.S. Secretary of State Hillary Clinton said that U.S.-China relations would decide whether the 21st century international relationship is antagonistic or peaceful. U.S. President Barack Obama has also stressed on several occasions that U.S.-China relations would shape the 21st century.     Compared to the past, the current China-U.S. relations have shown new characteristics.     Bilateral communication has been expanded geographically against the backdrop of globalization, and the contacts involving China and the United States occur everyday at almost every corner of the world, not just between the two countries.     Moreover, the content of the China-U.S. communication has been expanded to every area, including politics, economy, military, culture and environmental protection, which is not limited to a certain field.     It's worth noticing that after entering the 21st century, the relationship between China and the United States has been increasingly intertwined with global issues, and the two nations have to face various global challenges together, not just problems of their own.     "The major challenges of the 21st century, from climate change to nuclear proliferation to economic recovery, are challenges that touch both our nations and challenges that neither of our nations can solve by acting alone," Obama said in Beijing after meeting the Chinese president on Tuesday.     As the China-U.S. Joint Statement issued after the meeting of the two leaders pointed out, under the circumstance of the international situation undergoing profound and complex changes, China and the United States have common responsibilities on regional and global security issues.     China-U.S. relations, the relationship of the world's largest developing and developed countries, reflect a new character along the evolution of world structure in this new century, that is, developing countries have been gaining more say and influence in the world, with their status on the international political and economic stage becoming more important.     In a changing world, the trend of China-U.S. ties has impact on the well-being of the future world.     Through Obama's Asia tour and his first visit to China, it is easy to see that cooperation between China and the United States will not only benefit the two countries and the two peoples, but also conduce to peace, stability and prosperity of the Asia-Pacific region and the world as a whole. Such consensus has been reached by the leaders of the two countries.     Obama described China as both an important partner and a friendly competitor, saying the United States seeks cooperation, instead of confrontation, with China. He said the United States does not intend to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     It is on the basis of such consensus that Obama's China visit turned to be fruitful. The two countries reaffirmed the new definition of their ties -- a positive, cooperative and comprehensive relationship in the 21st century -- as established by their heads of state, and enriched their relations and cooperation with more strategic connotation.     The cooperation between China and the United States is indispensable for the world's development. It is presumable that the two countries' interests are to further intertwine and bilateral cooperation is to make continuous progress. However, the two sides must soberly deal with differences and contradictions at the same time.     Just as President Hu said, "it is normal for China and the United States to have some discrepancies since the conditions in the two countries are different, yet the most critical part lies in the respect of common interests and major concerns."     According to Hu, for an enhanced China-U.S. relationship, it is primarily necessary to establish strategic mutual trust, and politicians of the two countries are required to "have enough strategic insight and political wisdom" and to make joint efforts, improve understanding, expand cooperation and deal properly with discrepancies so as to push China-U.S. ties onto a new level.     "The Chinese side is willing to work with the U.S. side to push for the sustained, sound and stable development of China-U.S. ties so as to better benefit the peoples of the two countries and the world as well." These remarks by Hu conveyed not only the will of China, but also the expectation of the world.

Neither side supports any attempts by any force to undermine this principle," said the statement.     The two sides agreed that respecting each other's core interests is extremely important to ensure steady progress in China-US relations.     Both countries believe that to nurture and deepen bilateral strategic trust is essential to China-US relations in the new era.     The US side reiterated that it welcomes a strong, prosperous and successful China that plays a greater role in world affairs.     The two sides are of the view that in the 21st century, global challenges are growing, countries are more interdependent, and theneed for peace, development and cooperation is increasing. ROME, Jan. 8 (Xinhua) -- Chinese Ambassador Sun Yuxi announced Chinese culture year in Italy at a press conference at the Chinese embassy here Friday.     The culture year, which follows Italian year in China in 2006, will officially start in September.     "The Chinese culture year in Italy is set to be a central obelisk supporting further exchange between the two countries. It is a crucial project on which both governments have long been working," said Sun.     The ambassador said nine Chinese central government departments and 22 local authorities would be involved in organizing more than100 events all over Italy, including performances of traditional Chinese musical bands, dances and operas. BEIJING, Dec. 10 (Xinhua) -- Ruling parties of China and Japan on Thursday pledged to deepen trust and work together for a stronger strategic relationship of mutual benefit between the two countries.     The pledge came out of a meeting between Chinese President Hu Jintao and Secretary General of the Democratic Party of Japan (DPJ) Ichiro Ozawa in Beijing on Thursday afternoon. Ozawa is leading a delegation of 600-strong members, including 146 DPJ lawmakers from the upper and lower houses of the Japanese Diet, for a four-day visit in Beijing. The program has so far sent about 350 Japanese lawmakers and more than 2,000 representatives from various circles to visit China.

BEIJING, Dec. 14 (Xinhua) -- China's State Council, the cabinet, said on Monday that the government was discussing measures and policies for the healthy development of the country's real estate sector as house prices in some cities are rising too fast.     Housing prices returned to growth on month-on-month basis since March this year on record lending and the government's favorable policies to stimulate property consumption, including tax breaks and interest rates cuts.     But as the market recovers, housing prices in some cities are soaring too fast, which deserves "great attention", according to an executive meeting of the State Council, chaired by Premier Wen Jiabao.     In order to maintain the "stable" and "healthy" development of the real estate market, China will increase supply of smaller houses at medium-and-low price levels, continue to support residential consumption for improved housing while curbing speculation.     The country will also expand construction of housing projects for low-income families, aiming to help 15.4 million more poor households solve their housing problems by 2012, attendees agreed at the meeting.     Meanwhile, more efforts will be made during the next three to five years to improve living conditions for residents living in shabby houses in some cities, they agreed.     About 10 million households are still living in "shanty towns" in some cities across the country, the meeting revealed.     The central government will offer financial support to renovate those "shanty towns" during the next three to five years, they agreed, but did not say how much funding would be put in place.     Local governments should increase concrete spending in rebuilding these poorly-constructed houses. Social investment is welcomed at these projects, according to the meeting.

NAIROBI, Dec. 5 (Xinhua) -- The UN environmental agency UNEP Saturday hailed China's commitment to the fight against climate change and the recently-announced measure to render assistance to African countries in clean energy development.     China's State Council announced on Nov. 26 that China is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     "China's announcement has assisted in triggering fresh momentumin the days running up to the crucial UN climate convention meeting in Copenhagen. It underscores China's determination to continue and accelerate the decoupling of CO2 emissions from economic growth," said Nick Nuttall, spokesman for the office of UN Environment Programme (UNEP) executive director.     He noted that China's announcement, alongside commitments and pledges by other countries or blocs like the European Union, Brazil, Mexico and the Republic of Korea, is bringing the opportunity of a decisive agreement in the Danish capital this month far closer than perhaps was the case only a few months ago.     "China is one among several nations that has increasingly recognized that development in the 21st century and environmental considerations are not a contradiction, but can be mutually supportive in terms of generating growth and jobs for a healthy, prosperous and stable society," said Nuttall in an exclusive written interview with Xinhua.     With regards to the new measures announced by China last month to assist Africa with clean energy projects, the spokesman termed it as "timely".     "Africa is the continent that is the least one responsible for climate change, yet it remains the most vulnerable and also has an especially important need for energy with many of the two billion people without access to electricity living in Africa," Nuttall stressed.     "The decision (of China) to support 100 projects can assist Africa in economic development and diversification in terms of sectors and wider-employment prospects while assisting towards a more sustainable path," said he, "So in terms of fighting poverty, accelerating development and combating climate change, China's announcement to assist Africa is welcome news."     At the fourth ministerial conference of the Forum on China-Africa Cooperation in the Egyptian resort of Sharm el-Sheikh earlier last month, the Chinese government proposed to establish a China-Africa partnership in addressing climate change, as one of the eight new measures to strengthen the cooperation between the two sides in the next three years.     Senior officials' consultations with African countries will be held from time to time in this field, while cooperation will be enhanced on satellite weather monitoring. Development and utilization of new energy sources, prevention and control of desertification and urban environmental protection will also be boosted.     China has also decided to build 100 clean energy projects for Africa covering solar power, bio-gas and small hydro-power.     The spokesman also expressed optimistic about the upcoming Copenhagen conference, "While there is a great deal to be done in Copenhagen to realize a decisive and equitable agreement, there is now a real chance that the UN climate convention meeting can be a success."     He also listed several tests which will be faced with by the participates of the crucial meeting, like whether it can agree on a deal that reflects the science of the Intergovernmental Panel on Climate Change, or in other words, whether it can set the stage for a 25 percent to 40 percent emission reduction by 2020 and deeper cuts beyond.     The funding was also a bottleneck in the bid to strike a pivotal deal in the meeting. Nuttall elaborated by identifying as a test whether "Copenhagen can develop a global financial partnership in which developing economies are given sufficient resource to adapt to the climate change already underway while being assisted towards a low carbon path".     According to UNEP estimates, sums of perhaps 100 billion U.S. dollars a year by 2020 may be needed and there needs to be a quick start fund of several billion dollars almost immediately.     Meanwhile, other elements need to be put in place including action that recognizes the mitigation and adaptation role of ecosystems like forests which will be increasingly important in terms of their role in delivering water supplies and stabilizing economically-important soils against extreme weather events, Nuttall told Xinhua.     UNEP's recent Blue Carbon report estimated that around half of all the world's transport emissions are being captured and locked away by sea grasses, mangroves and salt marshes.     "Copenhagen could and must be the start of a really new and more creative development path for six billion people, rising to nine billion by 2050," Nuttall said determinedly.     The Copenhagen climate summit is scheduled for Dec. 7-18, where representatives of about 190 countries are expected to renew greenhouse gas emissions reduction targets set by the Kyoto Protocol, the first commitment period of which is to expire in 2012. It is also expected to outline the post-2012 negotiation path.
