BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.

BEIJING, Feb. 17 (Xinhua) -- China and Russia on Tuesday signed seven agreements on a package cooperation program for energy resources.     The agreements include a pipeline construction project, a long-term crude oil trading deal and a financing scheme between the China Development Bank and the Russia Oil Pipeline Transport Company, according to a source with the Chinese Foreign Ministry. It was sharply down from 44.3 percent of growth rate in 2007, according to data from the General Administration of Customs.     Russia's gross domestic product (GDP) grew only 5.6 percent year-on-year in 2008 because of the financial crisis and drastic decline in income from oil exports. The growth rate was 2.5 percentage points lower than a year-earlier level.

They include executives of large financial companies such as China Life Insurance (Group) Company and Ping An Insurance (Group) Company of China.     Jia also urged political advisors from the ethnic minorities and religious circles to play a unique role in the drive for ethnic unity and religious harmony.     The top political advisor also expressed support for the government's handling of unrest in Tibet in March last year.     "We unequivocally supported the Party and government in dealing with the destructive, disruptive, violent and illegal incidents in Lhasa, Tibet, and other areas in accordance with the law," Jia said.     Jia's speech was echoed by members from the religious circle. Advisor Huang Xinyang, president of the Beijing Taoism Association, said that the speech reflects the heartfelt wishes of advisors from the religious circle, who support the ideal of social harmony and national unity.     "A handful of separatists who advocate 'Tibet independence' do not represent the people of the religious circle and they are doomed to failure," said Huang.     Advisor Ma Guoquan from northwest Ningxia Hui Autonomous Regionsaid: "The religious policy we have now is the most appropriate. Believers have the full freedom to engage in religious activities. There is no reason for making trouble."

BEIJING, Feb. 23 (Xinhua) -- China and Vietnam Monday marked the final demarcation of their land border at the Youyiguan border gate in Pingxiang City in south China's Guangxi Zhuang Autonomous Region.     The completion of the demarcation would be conducive to peace and stability of the border area, promote trade and exchanges, and push forward their comprehensive and strategic partnership of the two countries, said a statement from China's Foreign Ministry.     The 1,300-kilometer border starts at the junction of China, Vietnam and Laos and continues along the Beilun River to the coast. Yunnan Province and Guangxi Zhuang Autonomous Region are on Chinese side, and Cao Bang, Lang Son, Dien Bien, Lai Chau, Lao Cai, Ha Giang, Guang Ninh are in Vietnam.     In the late 19th Century, China's Qing Dynasty and the French colonial administration in Vietnam concluded a treaty delineating the border. The border negotiations started in the 1970s and were suspended later that decade. In the early 1990s, China and Vietnam resumed negotiations, and agreed to discuss a new treaty based on that signed in the 19th Century. They finalized the land boundary treaty on Dec. 30, 1999.They started demarcation work in 2001 and finished late last year.     The China-Vietnam joint committee for land border demarcation was established by both governments in November 2001. The committee was in charge of border demarcation and marker planting as well as drafting a protocol on border demarcation and marker planting.     The joint committee comprised 12 joint working teams. BEIJING, April 11 (Xinhua) -- Credit extended by China's banks in the first quarter hit 4.58 trillion yuan (670 billion U.S. dollars), the People's Bank of China (PBOC) said Saturday.     In March alone, new yuan-denominated loans increased 1.89 trillion yuan. It was the third straight month that new loans exceeded 1 trillion yuan.     "It is not beyond market expectations. The increase was boosted by the 4-trillion-yuan stimulus plan and showed the possibility of a faster economic recovery in China compared with other countries," said Zhang Qizuo, vice director of China International Economy Society.     Premier Wen Jiabao said on March 5 at the opening of the annual session of the National People's Congress, China's legislature, that new yuan-denominated loans this year were expected to reach 5 trillion yuan.     Historical data show the first-quarter bank credit usually accounts for more than 60 percent of the year's total.     "There is a time lag between the credit increase and actual use of capital, but the big increase will surely lay a solid foundation for the recovery of the real economy," said Zhang.     In the first quarter, the central bank withdrew 47.3 billion yuan from circulation, 78.5 billion yuan more than the same period of last year.     "The increase in currency withdrawal from circulation showed the central bank was carefully watching the credit growth," said Yuan Gangming, an economist with Tsinghua University.     Zhuang Jian, an economist at the Asian Development Bank, said the regulators should pay attention to the quality of new loans and prevent bad loans.     By the end of February, non-performing loans by Chinese banks totaled 1.53 trillion yuan, 17.5 billion yuan less than the start of the year.     The structure of credit growth was also improving. The proportion of bill financing fell to about 22 percent in March from 47 percent in February, though still much higher than the average of 5 percent.     "The decline in bill financing is a good sign. It means company activities are increasing and the credit's impact on the economy is strengthening," said Zhuang.     Through March, the M2 figure -- a broad measure of money supply,which covers cash in circulation and all deposits -- grew 25.5 percent from a year earlier to 53.06 trillion yuan.     The narrow measure of money supply, M1 (cash in circulation pluscorporate current deposits), was up 17.04 percent year on year to 17.65 trillion yuan.     "The fast rebound of M2 indicates China's liquidity is abundant. This is very important to the economic recovery. The sharp rise of M1 shows companies are increasing spending on investment and management." said Zhang Bin, an economist with Chinese Academy of Social Sciences.
