BEIJING, May 12 (Xinhua) -- On China's first "Disaster Prevention and Reduction Day" on Tuesday, Chinese Vice Premier Hui Liangyu called for enhancing public awareness of disaster reduction.     Tuesday also marked the first anniversary of the massive Wenchuan earthquake that rocked southwestern Sichuan Province on May 12 last year and claimed more than 69,000 lives, leaving nearly 18,000 missing.     Hui, also director of the National Commission for Disaster Reduction (NCDR), told a forum on disaster prevention and reduction that "efforts should be made to strengthen the foundation of disaster reduction and step up disaster monitoring, relief and reconstruction so as to create sound conditions for social stability."     Approved by the State Council, or Cabinet, the NCDR, Ministry of Civil Affairs, China Earthquake Administration and Beijing Municipal Government jointly staged an emergency drill Tuesday in Beijing's Haidian District, participated in by students and some members of the public, in a simulated earthquake situation. They practiced evacuation, aid in the air and medical aid.     Hui said the country's disaster emergency and legal mechanism on disaster reduction is being constantly improved and the comprehensive reaction in disaster relief was getting better.     The emergency response system had played a key role in dealing with the 8-magnitude quake and snow disaster in southern China last year, as well as severe flooding, drought and typhoon, and greatly saved people's life and reduced economic loss, he said.     "However, the disaster reduction situation is still arduous as various natural disasters are frequent in China," Hui said.     He called for enhancing monitoring and early warning so as to quickly respond to disasters, consolidating various infrastructures and rural and urban constructions, bringing the army's disaster relief role to a full play and improving disaster relief capabilities to ensure stability of disaster-hit areas.     Efforts should be made to strengthen material and technological storage, public education and official training, he said.

SINGAPORE, April 25 (Xinhua) -- Singapore's Minister Mentor Lee Kuan Yew met with visiting Chinese State Councilor Liu Yandong here on Saturday.     During the meeting, Liu said that China-Singapore relations have developed rapidly, and cooperations in various fields between the two countries have made great achievements.     She said that the friendly and mutually beneficial cooperations between the two countries have shown great foresight and have been advancing with times.     "The Suzhou Industrial Park has set a successful example for economic and technological cooperations between China and foreign countries. BEIJING, May 8 (Xinhua) -- China's top economic planner Friday announced details of the country's new oil pricing mechanism, for the first time after the new pricing system kicked in at the beginning of this year.     In a statement on its website, the National Development and Reform Commission (NDRC) said China would adjust domestic fuel prices when global crude prices reported a daily fluctuation band of more than 4 percent for 22 working days in a row.     The commission said refiners would enjoy "normal" profit when global crude prices are below 80 U.S. dollars per barrel, but would face narrower profit margins when the crude prices rise above 80 U.S. dollars per barrel.     However, fuel prices would not go further up, or only be raised by a small margin, when crude prices rise above 130 U.S. dollars per barrel, and fiscal and tax tools would be used to ensure supplies, the NDRC said.     Light, sweet crude for June delivery rose 37 cents a barrel to settle at 56.71 U.S. dollars on the New York Mercantile Exchange Thursday after reaching a six-month high of 58.57 dollars.     Crude prices staged strong rally on news of upbeat economic data in the United States, rising more than 10 percent in two weeks.     The NDRC statement also came a day after it denied an online report claiming imminent price hike.     C1 Energy, an energy information website, Thursday reported that the Chinese government would raise fuel prices as of midnight Thursday, but said later the price adjustment had been canceled, with reasons unknown.     Xu Kunlin, deputy head of NDRC's pricing department, said the new oil pricing mechanism is not to be followed "word by word" without any flexibility, when asked whether the commission would soon adjust fuel prices at a press conference held in Beijing.     "There has been pressure to raise domestic fuel prices as crude prices continued to rise," Xu said, "however, the final decision will depend on developments in crude prices in coming days."     Friday's statement did not say how the global crude prices would be measured.     Xu declined to reveal details on the basket of crude prices for evaluating international price changes, and said such details would remain a secret in a bid to prevent speculation.     The NDRC said in the statement that the government would continue to control fuel prices at the current stage, because of insufficient market competition and imperfect market mechanisms.     However, fuel prices would eventually be determined by market forces only in the long run under the new pricing mechanism, which is aimed to bring in more market forces, said the NDRC.     China's fuel prices, with taxes included, are at a relatively lower level among major oil importers, said the NDRC.     Domestic fuel prices are lower than in Japan, the Republic of Korea, India, Mongolia, and many European countries, but higher than in oil exporters in the Middle East and than some cities in the United States, according to surveys by the NDRC.     China's retail fuel prices vary in different regions. Currently, gasoline 93, the most commonly used type of gas, sells for 5.56 yuan (81.8 U.S. cents) per liter in Beijing.

BEIJING, May 4 (Xinhua) -- Chinese Vice-Premier Li Keqiang on Monday vowed to keep the worsening global epidemic of influenza A/H1N1 out of China's border, while the same day the government sent a chartered plane to Mexico to pick up around stranded 200 Chinese nationals.     "The most important work at present was to strictly check on border entry" as the killer disease has been mainly reported overseas, Li gave the direction during a visit to the Ministry of Health.     China could not rule out the possibility of the virus' spreading into its border although no confirmed case had been reported yet on its mainland, Li warned.     "We must be fully prepared and strive for the best outcome through orderly and effective work," he said. He ordered government bodies to step up technical equipment and material storage, arrange designated hospitals and be well prepared for emergencies. It was also the first such casein Asia.     China Monday cancelled a chartered flight to Mexico to pick up 120 or so stranded passengers. The airline said another 80 Chinese citizens have requested to take the expected chartered flight back to the country.     NO DISCRIMINATION, CHINA SAYS     Monday's take-off of Chinese plane has been a result of a bilateral agreement between the governments, which allows both to send chartered flights to each other's country to lift their stranded nationals.     The agreement was reached even after diplomatic disputes whether China has taken discriminatory measures against Mexican citizens.     Mexican Foreign Minister Patricia Espinosa Cantellano has complained China's quarantine of some Mexican citizens with no symptoms of the virus was discriminatory and short of scientific evidence. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. 　　MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

BAGHDAD, July 16 (Xinhua) -- As an Iraqi Muslim who has visited China, I was so shocked and sad when I read reports of the July 5 violence in China's Xinjiang province, especially when I learned from the Western media of clashes between the Han Chinese and Uygurs, and government troops cracking down on the Uygurs.     I could not believe it, not from my experience in China.     So I immediately contacted my friends in China, from whom I learned that the reports by the Western media were purposely biased and to a certain extent, politically motivated -- just as their versions of the U.S. occupation in Iraq.     I have been to China twice -- first for a visit of two weeks, and then for a year's stay, from August 2006 to August 2007. During my visits, I was impressed by the way China's 56 ethnic groups, with Hans in the majority, live peacefully together and religious freedom respected.     When I was in Beijing, I prayed every Friday at a mosque at Niujie, a Muslim-dominated district in the Chinese capital.     As an Iraqi, whose country at the time was suffering from daily explosions, shootings and kidnappings, I remember I was often touched by the good wishes extended to me by complete strangers, among them Han people who visited the mosque, which has a history of more than 1,000 years.     During my time living and working among the majority Han Chinese in Beijing, I found no difficulty performing my Islamic rituals, neither did I notice any untoward incidents against Muslims in China, including the Uygurs.     I met many Chinese Muslims, who were really proud of being Chinese citizens.     I remember a small Chinese restaurant in Niujie, owned by a Uygur Chinese, which I frequented for its Islamic food and music.     I noticed TV programs in the restaurant were in the Uygur language, and when I inquired about it, one young man, who said he was studying at an Islamic institute, answered in Arabic "we have television stations in Xinjiang that use our language, which is backed by the central government."     Today, I still remember the Chinese pilgrims I met who went to Mecca for the Hajj (pilgrimage), in Saudi Arabia. They often wore jackets with a Chinese flag stitched on, and under the flag were words in Arabic -- "Chinese Hajj" or Chinese pilgrim, and I could feel their sense of being proud Chinese Muslims.     Once I tried to joke with one of the pilgrims and asked through a translator, "can you give me this jacket, so that I can show it to my folks in Iraq that this is a gift from my Chinese friend?"     He smiled and said: "I can buy you a new one, but I will have to keep this one, as I have worn it for years and I am proud to have this flag on my chest."     Islam is the second biggest religion in China, next to Buddhism. As far as I know, there are some 30,000 mosques in China, including 70 in Beijing.     Outside the capital, religious freedom is well respected as well. When I went to Henan province for a vacation, I witnessed Islamic lectures being held frequently at major mosques, and Muslims living peacefully and happily.     Muslims and other minorities in China enjoy exceptional privileges. My Chinese Muslim friends told me that, like other minority groups, they are not bound by the one-child-policy.     Muslims and other minorities are also accepted at lower qualifications to colleges and universities; and minorities like the Uygur and Hui are well represented in governments at all levels.     So when people say that the July 5 violence occurred because the Uygurs felt discriminated by the majority Hans, I really cannot believe it. I have personally witnessed how well Muslims and Han Chinese get along.     One day while sitting in the yard of the Niujie mosque, I met a young man who I later learned was an Egyptian. Named Ahmed, he had come to Beijing to marry a Han Chinese girl who he met in Cairo while she was studying there.     But according to religious ritual, a non-Muslim girl or man cannot marry a Muslim unless he or she converts to Islam.     A week later, when I met Ahmed again he told me that his dream had come true, the girl had decided to convert to Islam.     She had met no objections from her family. Within a week she was issued a certificate by the mosque confirming that she was now a Muslim.     I also have a female friend in Beijing, a Han Chinese, who is married to a Hui Muslim. They have a happy family.     Today, when I see pictures of the bloody clashes in Xinjiang, it reminds me of what is happening here in Baghdad.     I feel outraged as I witness the media repeating what they did in Iraq -- inciting internal conflict to serve certain agendas.     My country has been suffering from foreign interference and domestic violence for more than six years. With the war, and the sectarian conflicts, our once prosperous country is now in ruins.     The sectarian strife has been largely fanned by foreign powers to alienate Iraq's Sunnis, Shiites and Kurds, and the United States once even had a "separation-of-Iraq-into-three" scheme high on its agenda.     What have ordinary Iraqis received -- be they Sunnis, Shiites, or Kurds? Nothing. Nothing but devastation, displacement and the loss of lives of innocent people. My son, Omar, was injured by a roadside bomb in October 2007. He was only 12 years old at the time.     I call on the people to cool down and consider the whole picture: see what has happened in Iraq. Do not let yourself be fooled by those who try to undermine the security and stability of China by trying to destroy the peaceful co-existence of its ethnic groups. 

TASHKENT, June 28 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang said on Sunday that China is willing to expand cooperation with Uzbekistan on wide-ranging issues while meeting with Uzbek President Islam Karimov.     "Uzbekistan, as a country with important influence in central Asia, plays a major role in regional affairs, and developing a friendly partnership with Uzbekistan is one of the priorities of China's foreign policy," said Li.     "China is willing to work together with Uzbekistan to constantly solidify the friendship and political trust between the two countries, make efforts to expand pragmatic bilateral cooperation in all fields, and increase exchanges in culture, education, health and sports," he added.
