BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. Trade volume was 810 million U.S. dollars in 2009.Gao said the Chinese and Belarus governments should encourage companies to enhance cooperation in areas like energy, telecommunications and infrastructure, and support local banks to provide better financial services for each other's companies.He said Finland and Sweden were famous for their innovation-oriented economies, which happened to complement China's economic pattern.As China's eighth and ninth biggest EU trading partners, Sweden and Finland were also major vendors of technology to China, he said.China signed technology contracts worth 420 million U.S. dollars with Sweden and 370 million U.S. dollars with Finland last year.Gao said he hoped the two countries would help China gain EU recognition of its full market-economy status at an early date.

BEIJING, Jan. 21 (Xinhua) -- The government will step up efforts to eliminate outdated production capacity, said a statement issued by the State Council on Wednesday.Eliminating outmoded production capacity was imperative to transform the economic growth pattern, boost economic growth quality and fight the global downturn, said the statement issued after a State Council executive meeting chaired by Premier Wen Jiabao.Eliminating outdated production capacity was also necessary to promote energy efficiency and emissions cuts and address global climate change, the statement said.China had made positive progress in eliminating outdated production capacity, but the proportion of outdated capacity was still too high in certain key fields, said the statement.The problems should be tackled through the law, economics, technology and necessary administrative methods.The State Council discussed specific targets to eliminate outdated capacity in fields such as electricity, coal, coke, ferroalloy, calcium carbide, iron and steel, non-ferrous metals, construction materials and light industry and textile industry.To realize the targets, efforts should be made to improve market admission requirements, use market mechanisms, strengthen law enforcement, promote stimulus mechanisms and step up supervision, according to the decision reached at the meeting.

SEOUL, Feb. 17 (Xinhua) -- South Korea plans to launch a joint research with China and Japan on the feasibility of a free trade agreement (FTA) among the three Northeast Asian countries, South Korea's foreign ministry said Wednesday.According to a report by the ministry, the country, which has been seeking an economic integration of the Northeast Asian region by creating favorable conditions for FTAs, will kick off a joint study with the countries, in which government officials, scholars and business representatives will participate.Along with the trilateral FTA, the country will also continue to push for settling separate bilateral trade agreements with China and Japan, the ministry said in the report.Currently, South Korea has free trade agreements with Chile, Singapore and the European Free Trade Association, as well as a similar pact with the Association of Southeast Asian Nations.Recently reaching a free trade deal with the European Union, the country also wrapped up its free trade talks with India, settling the so-called comprehensive economic partnership agreement (CEPA) in August.With respect to the free trade deal with the United States, signed in June 2007, both countries are waiting for legislative approval.South Korea is also seeking similar trade deals with Australia, Canada, and Mexico.

BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.
