BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao and visiting U.S. President Barack Obama started official talks in Beijing on Tuesday morning to discuss bilateral ties and global issues of mutual concern.     The official talks were held at the Great Hall of the People after a close-door meeting between the two presidents.     It is their third meeting this year following one in London in April and another in New York in September.     Obama is on his first state visit to China on Nov. 15-18 as guest of Hu. He kicked off the visit on Sunday in Shanghai.     

JINGGANGSHAN, Jiangxi, Nov. 4 (Xinhua) -- A senior Chinese official has called on the country's police and other law enforcement organs to improve their capabilities to better serve the people and rely on the people to safeguard social harmony and stability. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a meeting attended by police chiefs during his visit to Jinggangshan, where late Chairman Mao Zedong and other revolutionists established the CPC's first rural revolutionary base in 1927, in east China's Jiangxi Province.     Law enforcement departments and police should handle public's complaints with earnest attitude, improve their credibility in law enforcement and rely on the masses of people to safeguard social harmony and stability, said Zhou, who also heads the CPC Central Political and Legislative Affairs Committee.     He also called on the police officials to be innovative in their work and to strengthen the building of grassroots police organs.     Zhou visited the Jinggangshan martyrs' memorial park to pay respect to more than 48,000 revolutionary martyrs buried there, late Chairman Mao's former residence and other revolutionary sites on Tuesday.     Meng Jianzhu, Minister of Public Security who also attended the meeting, asked police departments at all levels to explore new methods for safeguarding national security and social stability.

BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

BEIJING, Dec. 17 (Xinhua) -- Premium of China's insurance companies hit 1.02 trillion yuan (149.6 billion U.S. dollars) in the first 11 months of this year, up 11.65 percent from a year earlier, according to the China Insurance Regulatory Commission Thursday.     The year would be the first year that China's insurance premiums exceeded 1 trillion yuan, data from the commission showed.     From January to November, premium of property insurance rose 22.28 percent year on year to 264.02 billion yuan, and that of life insurance was 757.66 billion yuan, an annual increase of 8.37percent.     The commission said the country's insurance firms were expected to eye combined profits at 46.09 billion yuan in the first 11 months, an increase of 57.45 billion yuan over the same period of last year.     Profits of the country's insurers nationwide was about 26.1 billion yuan in the first half, up 98 percent, the commission said in July.

BEIJING, Dec. 22 (Xinhua) -- China on Tuesday said the proper handling of sensitive issues was crucial to stronger Sino-French ties, and proposed deeper political trust and wider pragmatic cooperation.     "Both countries should properly deal with sensitive issues, enhance political trust, expand pragmatic cooperation in an effort to bring bilateral relationship to a new high," Chinese President Hu Jintao told visiting French Prime Minister Francois Fillon Tuesday afternoon. BEIJING, Nov. 26 (Xinhua) -- China has tightened settlement and sale of foreign exchange by individuals to curb non-normal cross-border capital inflow, according to a statement of the State Administration of Foreign Exchange (SAFE).     Banks should deny, review or report to foreign exchange regulators, individual purchases or settlements of foreign exchange suspicious of splitting up one deal into several smaller ones to dodge limits on the size of exchange transfer by one person, which is understood to be one of the channels for hot money inflow, said the statement on Wednesday.     Practices including one overseas individual or institution remitting foreign exchange to five or more individuals within China who settle them respectively, or five or more individuals buying foreign exchange and remitting them to one and the same overseas individual or institution, on a single day, every other day or consecutive days, are considered exchange splitting behavior, said the SAFE.     China in 2007 set the limit of up to 50,000 U.S. dollars per year for an individual to exchange between yuan and foreign exchange.

BRISBANE, Australia, Oct. 31 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Saturday that China and Australia can lift their bilateral relationship to a new level through a strengthened dialogue and increased cooperation between the two trading partners.     Li spoke during a meeting with Anna Bligh, the premier of Australia's state of Queensland.     The vice premier said that during his visit to Australia a consensus was reached to enhance the Chinese-Australian friendship, to deepen mutual beneficial cooperation, and to respect and care for each other's core interests and important concerns.     He also said the two sides released a joint declaration and signed a number of cooperation agreements. OTTAWA, Dec. 1 (Xinhua) -- After four years in office, Canadian Prime Minister Stephen Harper will visit Beijing this week -- a trip many influential Canadians believe is long overdue.     To gauge Canadians' views of the Prime Minister's trip to China, Xinhua recently interviewed leading Canadian academics, former politicians and other opinion shapers.          A SIGNIFICANT TRIP     All the interviewees agree that this is a very significant trip, for both China and Canada, given China's stature on the world stage continues to grow.     "I think it is extremely important that China and Canada reenergize their relationship," David Emerson, Canada's former International Trade Minister, told Xinhua during a phone interview. He called the visit "an important milestone."     Former Foreign Affairs and International Trade Minister Pierre S. Pettigrew said the delay in making the visit was a bad start but the prime minister was correcting his mistakes.     "It took the prime minister a long time, almost four years in office before visiting China," he said.     However, Barbara McDougall, Canada's former Secretary of State for External Affairs in the early 1990s, said the timing of the Prime Minister's visit was good. "I think it will be a comfortable and productive meeting," McDougall said.     Peter Harder, President of the Canada-China Business Council, said it was an interesting moment for Harper's visit, given he was the chairman of the upcoming G8 and co-chairman of the G20 summits. Harder said the most important "deliverable" of this visit was that it took place.     "Traditionally, China and Canada have had very good relations, and this goes back a long time," said Gregory Chin, who served in Canada's embassy in Beijing from 2004 to 2006. This is an opportune moment for Prime Minister Harper and Chinese leaders to strengthen their personal relationship.     Jean Michel Laurin, Vice-President for Global Business Policy at Canadian Manufacturers & Exporters, said he expected the PM's visit to help "Canadian companies and Chinese companies do more business."          TRADE, CLIMATE CHANGE, ENERGY     The observers said trade, climate change, and energy cooperation were likely to be among the major areas of discussion.          Nevertheless, given the world economic turmoil since late last year, the state of the global economy would also be on the agenda of both leaders.     "China has been leading Asia into economic recovery, and is becoming a more important partner to both the United States and Canada. The economy will certainly be the (most) important topic (during the visit)," said Pettigrew.     Further fuelling these discussions of the economy is the fact that next summer, as Peter Harder noted, Canada will host two key international summits, the G8 and G20. China is an influential member of the G20.     Dr. Alan Alexandroff at the University of Toronto said it would be important for Prime Minister Harper to ask for President Hu's views about what ought to be on the agenda at the G20, so Canadians could learn more about China's priorities and interests.      THIS IS NOT A ONE-OFF VISIT     One question that always hovers over trips such as Harper's is what evidence will observers weigh in order to judge whether the visit was successful?     "No doubt, the Chinese leaders and the Canadian government will do everything they can to make this meeting successful," said Harder of the Canada China Business Council. "I hope they would commit to the idea that this is not a one-off visit but the first in a series of visits. The two leaders can instruct their ministers and government staff to enhance the Canada-China investment relationship." This could be a theme for further interactions and talks at future meetings.     "If I were planning this trip, I wouldn't have high expectations in terms of particular accomplishments. I would have expectations about rebalancing bilateral relationships in a positive way, so that the two countries can work together on global issues," said McDougall, who used to hold a variety of ministerial level positions in Canadian government.     Emerson said the meeting sent a signal that Canada and China were continuing to build on their friendship and partnership that had existed between the two countries for many years. He said: "Ties cooled down in recent years. And it's time to get back down to building up friendship again."     In April, Canada's Minister of International Trade, Stockwell Day, announced that Canada would open new trade offices this year in Nanjing, Qingdao, Shenyang and Wuhan.     China-Canada economic ties have evolved from small, simple-item commodity trade into an all-dimensional cooperation covering trade in commodity and services, capital flows and personnel exchanges.     According to Chinese statistics, two-way trade increased more than 100 times from 150 million U.S. dollars in the early days of China-Canada diplomatic relations to 15.5 billion dollars in 2004.

BEIJING, Oct. 24 (Xinhua) -- China has a total number of 2,971 company groups by the end of 2008 and their combined assets rose 19.7 percent from the previous year to more than 40 trillion yuan (5.86 trillion U.S. dollars), the China Industrial Information Issuing Center said Saturday.     Corporate management of these company groups is improving, according to the center.     Affected by the global financial crisis and economic slowdown, profit of these company groups decreased by 22.5 percent in 2008 year on year, the first annual drop since 1997, said the center without giving specific figures.
