DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday. The week-long tour will also take him to Mauritius before flying back home on Tuesday.     This is Hu's second African tour since the Beijing Summit of the Forum on China-Africa Cooperation in 2006 when he announced eight policy measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In talks with Malian President Amadou Toumany Toure on Thursday, Hu said China would increase aid to African countries, cancel part of their debts, and expand trade with and investment in the poorest continent despite the world financial crisis.     The year 2009 will witness a 200-percent increase in aid accords with African countries in value terms as compared to 2006,according to the Chinese Commerce Ministry.     "In 2009, the Chinese leaders will continue to take the development of relations with Africa as a top priority of Chinese diplomacy," Chinese Foreign Minister Yang Jiechi told Xinhua last month. 

BEIJING, Feb. 26 (Xinhua) -- Chinese authorities launched a website to handle public complaints regarding irregular practices during the selection and appointment of Party and government officials.     The public is encouraged to log on to the website (www.12380.gov.cn), launched by the Organization Department of the Communist Party of China (CPC) Central Committee, to report offences.     The site aims to improve public supervision and to ensure prompt detection and correction of offences involving official selection and appointment, the Organization Department said Thursday in a statement.     Complaints could be filed in anonymity, but real names were preferred, said the website. It requires informants to report problems truthfully and warns that fabrication and false charges could lead to legal punishment.     The website also said it mainly handles complaints about officials above the county level.     To prevent malicious or repetitious reporting and junk mail, informants can only submit a maximum of five complaints from one computer in a single day.     The Organization Department had already set up a report center for offences in official selection and appointment. In 2004, it opened an informant's hotline (12380).

BOGOTA, Feb. 16 (Xinhua) -- Visiting Chinese Vice President Xi Jinping and his Colombian counterpart Francisco Santos agreed here on Monday that bilateral cooperation is to be strengthened as several agreements were signed.     During talks with Santos, Xi said China and Colombia should continue the deepening of mutual political trust and exert efforts to increase cooperation in terms of commerce and investment. BEIJING, April 1 (Xinhua) -- Chinese equities closed 1.47 percent up Wednesday to stand at 2,408.02 points, surpassing the 2,400 points mark, echoing the overnight Wall Street rebound.     The Shanghai Composite Index gained 34.81 points, or 1.47 percent to 2,408.02. The Shenzhen Component Index rose 174.06 points, or 1.94 percent to 9,156.01.     Gains outnumbered losses by 675 to 183 in Shanghai and 599 to 140 in Shenzhen.     Combined turnover expanded to 250.67 billion yuan (36.68 billion U.S. dollars) from 200.03 billion yuan on the previous trading day.     Coal shares boosted the index up, as there were reports Monday that the government might consider raising the coal price by 4 percent.     China Shenhua Energy, the country's leading coal producer, gained 5.8 percent to 21.9 yuan, while China Coal jumped 5.65 percent to 9.17 yuan.     The benchmark Shanghai Composite Index continued the upward trend of the previous trading day and touched a 2422.63 points intra-day high Wednesday, exceeding the previous intra-day high of 2402 points on Feb. 17.     Zhang Yunpeng, an analyst with Beijing-based Huarong Securities, said investors should not be overly optimistic about the continuing rebound, as the turnover in recent days was lower than that in mid-February, which suggested that some investors were still cautious.     China's top banking regulator Liu Mingkang said Tuesday the government would require foreign banks taking stakes in domestic commercial banks to hold those stakes for at least five years, rather than three as at present, to reduce risks for local banks.     Zhang said this was a piece of positive news for Chinese bank stocks for the long run, as this move would help stabilize their share prices.     The Industrial and Commercial Bank of China, China's top lender, rose 0.76 percent to 3.97, while the China Construction Bank, the country's second largest commercial lender, gained 0.47 percent to 4.32 yuan.     Chongqing Iron and Steel Co. rose 1.24 percent to 4.91 yuan, after the steel producer reported a 33.18 percent growth in net profit to 598.3 million yuan last year in its annual report released Wednesday.

BEIJING, March 2 (Xinhua) -- China's top political advisory body is to start its annual session Tuesday, with the focus on addressing global financial crisis. The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) will open Tuesday afternoon and last nine days, said spokesman for the session Zhao Qizheng at a press conference Monday.     The session's secretariat said political advisors have submitted 296 proposals as of 5 p.m. Monday, with economy, employment and infrastructure being the main concerns as the global financial crisis unfolded.
