BEIJING, Aug. 9 (Xinhua) -- Senior Chinese leaders on Sunday attended a concert of a renowned Chinese singer to commemorate the 70th anniversary of her participation into the country's revolutionary artistic cause.     Jia Qinglin, Li Changchun and He Guoqiang, all members of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, attended the concert performed by Wang Kun and her students.     Chinese Premier Wen Jiabao sent a congratulatory letter to the show, which was jointly organized by the Ministry of Culture and the China Federation of Literary and Art Circles.     Wang Kun, born in 1925, was the protagonist in the opera of the White-Haired Girl, a household legend describing the sufferings by local farmers under the exploitation of landlords before 1949.

BEIJING, July 28 (Xinhua) -- China will cut gasoline and diesel prices from Wednesday by 220 yuan (32.4 U.S. dollars) per ton, or by about 3 percent each, the National Development and Reform Commission (NDRC) announced Tuesday.     The retail price of gasoline will drop by about 0.16 yuan per liter, and that of diesel by about 0.19 yuan per liter, the commission said in a statement issued after a news briefing. A staff member works at a gas station in Hefei, capital of east China's Anhui Province, July 28, 2009The benchmark prices of gasoline would be reduced to 6,910 yuan per tonne, and that of diesel to 6,170 yuan per ton. The price cut was in response to recent falls in global crude prices, which had dropped to 63.97 U.S. dollars per barrel from 67.8 U.S. dollars on June 30, according to the statement.     Global crude prices, despite recent rebounds, experienced consecutive falls in the first half of this month, said the statement.     The NDRC is basing its adjustment of domestic fuel prices on three kinds of global crude prices, but the commission did not reveal the structure of the three prices.     On Monday, light, sweet crude for September delivery rose 33 cents to settle at 68.38 U.S. dollars a barrel on the New York Mercantile Exchange. London Brent for September delivery rose 50 cents to 70.82 dollars a barrel on the ICE Futures exchange.     It is the sixth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     The Chinese government has lowered retail fuel prices in December, before the new mechanism became effective, and again in January. It also raised prices once in March and twice last month.     Under the pricing mechanism, the NDRC would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 20 days.     The two price rises last month were slight, said the statement, in an effort to quell doubts over frequent price hikes.     The country's latest fuel price hike on Jan. 30 sparked widespread debate as consumers grumbled that the record domestic prices were even higher than in the United States.     However, according to the NDRC statement, post-rise prices on June 30 translated into about 60 U.S. dollars per barrel, which was 7.8 U.S. dollars lower than the international price that day.     On June 1, post-rise prices were equal to about 50 U.S. dollars a barrel, 7.6 U.S. dollars lower than the global crude price.     The NDRC raised pump prices of gasoline and diesel by 400 yuan per ton, or 7 percent and 8 percent, respectively, from June 1, and again by 600 yuan per tonne, or 9 and 10 percent, respectively, from June 30.     Such controlled rises were meant to ease the burden of downstream industries so as to help fuel a recovery in the economy, and also to cushion the negative effect of irrational rises in global crude prices, such as raises in investment of speculative capital, according to the statement.     The commission would continue to adjust domestic fuel prices "at an appropriate time", and take into account of changes in global crude prices, domestic economic situation, and demand and supply on the domestic market, said the statement. 

URUMQI, Aug. 4 (Xinhua) -- Seven hundred and eighteen people have been detained for being implicated in the Urumqi riot on July 5 which left 197 people dead and more than 1,600 injured, Urumqi City police chief Chen Zhuangwei said Tuesday.     Chen, head of the Public Security Department of Urumqi, capital of the Xinjiang Uygur Autonomous Region, said evidence collection had been a heavy load for the city's police force. It had involved examinations at the crime scenes and DNA evaluations, but it had been carried out swiftly. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

BEIJING, Aug. 31 (Xinhua) -- The Chinese Ministry of Commerce said Monday it would extend anti-dumping duties on phthalic anhydride imported from the Republic of Korea, Japan and India for another five years after review investigation.     Phthalic anhydride is an important industrial chemical mainly used in the mass production of plasticizers for plastics     The imported phthalic anhydride would cause damage to Chinese industries should anti-dumping duties be lifted, said the ministry.     The duties took effect Monday.     On Jan. 7, China imposed anti-dumping measures on phthalic anhydride to offset negative impact on domestic producers.

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

NEW YORK, Sept. 21 (Xinhua) -- Chinese President Hu Jintao arrived here Monday for a UN climate change summit and other UN meetings. He will also attend a financial summit of the Group of 20 (G20) in Pittsburgh scheduled for Sept. 24-25.     President Hu will attend a UN climate change summit in New York on Tuesday, address the general debate of the 64th Session of the UN General Assembly Wednesday, and participate in a Security Council summit on nuclear non-proliferation and disarmament on Thursday, said Chinese Foreign Ministry officials.     In a note to heads of state and government regarding the summit, UN Secretary-General Ban Ki-moon said "the objective of the Summit on Climate Change, which I am convening on Sept. 22, is to mobilize the political will and vision needed to reach an ambitious agreed outcome based on science at the UN climate change talks in Copenhagen." PINGYAO, Shanxi, Sept. 19 (Xinhua) -- A photo exhibition exclusively dedicated to Canadian surgeon Henry Norman Bethune opened Saturday at the Pingyao International Photography Festival in north China's Shanxi Province.     Bethune is a household name in China, a country where he saved numerous lives and sacrificed his own in 1939 during China's War of Resistance Against Japanese aggression.     "He is noble-minded and pure, a man of moral integrity and above vulgar interests, a man who is of value to the people," Chairman Mao wrote in his article In Memory of Norman Bethune.     The exhibition consists of 41 photos of Dr. Bethune living and working in China, some of which had never been shown before.     "As Canadians, we are all proud to be associated with this visionary adventurer and deeply touched by the respect and recognition shown to him here in China," said Canadian Ambassador to China, David Mulroney.     Most of the pictures were provided by Wang Yan, daughter of ShaFei, who was a forefather of China's news photography and a close friend of Bethune.     "I remember that I was touched when I first read about Bethune in my school days and now it feels like looking at the pictures of an old friend who has just passed away," said visitor Wu Jun.     "Many people love Bethune for they have learnt his deeds and spirit in Chairman Mao's article while my affection for him comes from his friendship with my father," Wang said. "Bethune was my father's mentor as he exemplified the essence of communism."     Upon his death Bethune left his Kodak Retina camera to Sha Fei.     Bethune also healed Japanese soldiers, took pictures of them, which were sent back to Japan.     "He wished the Japanese people would protest against the war when they saw how their sons were suffering on battlefield. He was a true humanist," Wang said.     Just before he died, Bethune wrote in a letter, saying that the last two years (those he spent in China) have been the most significant, the most meaningful years of his life.
