BEIJING -- China regrets that the United States requested the World Trade Organization (WTO) to set up a dispute settlement panel to solve the intellectual property rights (IPR) disputes between the two sides.Wang Xinpei, spokesperson of the Ministry of Commerce, made the remarks in a news conference here Thursday.The Chinese government has always been firm in protecting IPR and tried to solve IPR protection problems through dialogues, Wang said.China has detailed and clarified problems raised by the US and showed great sincerity, Wang said.China's laws regarding IPR protection completely meet WTO requirements, Wang said, adding China is opposed to any WTO member's move of making developing members shoulder extra obligations through dispute settlement system, Wang said.China is studying the US request and will act actively, Wang said.The United States on Monday requested the WTO to establish a dispute settlement panel regarding so-called China's deficiencies in intellectual property protection.The US initiated the dispute over the issue by requesting consultations with China on April 10, 2007.Under WTO rules, the WTO Dispute Settlement Body (DSB) will consider the US request for the establishment of a panel at its next meeting on August 31.

DALIAN: Visiting Japanese lawmakers said on Saturday they were confident that China-Japan relations would develop further, and sport may have something to do with it."Japan and China are partners and our relations are facing good momentum of development and opportunities," Seishiro Eto, a member of the Japanese House of Representatives and former vice-minister of foreign affairs, said.During this visit to China, Eto also wore another hat: that of captain of the Japanese lawmaker soccer team. On Saturday, the team played a friendly soccer match with Chinese lawmakers in the coastal city of Dalian, Liaoning Province.The Chinese team has 35 members with an average age of 45. Most are deputies to the National People's Congress (NPC) including government officials, scientists, entrepreneurs, teachers and doctors.Participants from Japan are 23 lawmakers from the ruling Liberal Democratic Party, its coalition partner the New Komeito Party, the main opposition Democratic Party of Japan, the Japanese Communist Party and the People's New Party.Both sides said "soccer diplomacy" was aimed at deepening friendship. "Ping-pong diplomacy broke the ice in the Sino-US relationship during the early 1970s - and now another sport, soccer, has become a new way to improve Sino-Japanese relations," Lu Yongxiang, vice-chairman of the NPC Standing Committee, said.Lu said China-Japan ties had entered a new phase after former Japanese prime minister Shinzo Abe's "ice-breaking" visit to China last October and Premier Wen Jiabao's "ice-thawing" visit to Japan this April.The game was particularly important as this year marks the 35th anniversary of the normalization of bilateral ties.He said it was the first time that NPC deputies engaged in a sports exchange with Japan.There was a push to hold a soccer match among Japanese, Chinese and South Korean lawmakers next year in Japan, as well as form a cheering squad for Japan during the next year's Beijing Olympic Games, he added.During the friendly soccer match, whenever there was a physical confrontation, players helped each other to get up and shook hands. The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap. A State Council meeting chaired by Premier Wen Jiabao on Wednesday pledged to increase pensions for more than 40 million retirees from State-owned enterprises over the next three years. The government has already raised their pensions in the past three years by an average of 8 percent a year. But the cabinet considers the present pension level "still quite low". It said the increases over the next three years would exceed the rises made between 2005 and 2007 to "further ease social tensions caused by the income gap". The move is aimed at helping retired senior technology professionals and those who now get a relatively low pension. The cabinet ordered local governments to make sure this year's pensions are paid by the end of the month. While pledging to regularize pension increases, the cabinet also called for the development of other forms of pension rather than solely relying on the budget. It mentioned commercial and enterprise-funded insurance schemes. The average pension of enterprise employees is about 750 yuan (0) per month - the minimum salary set for developed cities, including Beijing. "With my pension, I can just about make ends meet. Consumer prices have kept on rising in the first half of this year," a 72-year-old retiree said. The cabinet also endorsed a plan to provide affordable housing to urban low-income groups. The policy aims to provide rent subsidies or low-rent housing for those who cannot afford commercial housing in the cities. By pledging to set aside more funding and land for the construction and acquisition of such housing, the government hopes to provide low-rent housing for all low-income urban residents - not just the poorest - by the end of 2010. The government aims to achieve this goal through multi-channels - construction, purchases, renovation and donations. SHANGHAI: This city will soon complete its goal of creating a full-time job for at least one member of every out-of-work family, officials said.Shi Juemin, a vice-director of the Shanghai municipal labor and social security bureau, said the city is on target to offer jobs to people who are of legal working age and are able to work."Members of more than 7,100 jobless families in Shanghai have found employment, and the remaining 30 families are on a waiting list," Shi said during an interview on the bureau's online chatting program. "And they will soon have jobs."Shi did not give a deadline.The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. The unemployed will either be given work according to their qualifications or will receive job training.The government has set up training centers, organized job fairs and guided the unemployed into newly created public sector posts such as crossing guards, sanitation workers and parking lot or community security guards.According to a labor bureau report released earlier this year, Shanghai's government had "bought" - or created and paid for - 240,000 jobs by the end of last year.Hiring people as nurses or home care providers for the aged will have the additional benefit of helping the government deal with the city's rapidly aging population.By the end of last year, the city's unemployment rate was 4.4 percent.And a new law that is in the pipeline is expected to improve employment services. China's disciplinary watchdog posthumously stripped a former senior political adviser of his membership in the Communist Party of China for leading a "dissolute lifestyle and serious violations of Party discipline." Song Pingshun, former chairman of the Tianjin Municipal Committee of the Chinese People's Political Consultative Conference, an advisory body to the parliament in the northern port city of Tianjin, was discovered dead on June 3. A police investigation determined he had committed suicide. The CPC Central Commission for Discipline Inspection decided to take the rare step of posthumous expulsion after finding that Song had "abused his public power to seek benefits for his mistress, seriously violating CPC discipline." "Song, morally degenerate, kept a mistress and helped her obtain money through illegal means," the discipline watchdog said. Song, 61, a native of northern China's Hebei Province, became the top political adviser in Tianjin, a booming municipality directly under the central government, in March 2006.
